The Role
We have an exciting opportunity for you to join our organisation as the site Estates Manager for Ilford Park Polish Home (IPPH) at Stover near Newton Abbott. IPPH is unique in the MOD property portfolio as a residential care and nursing home dedicated to elderly Polish veterans and their dependents, known locally as ‘Little Poland’.
The IPPH Estates Manager is responsible for delivery of all aspects of Facilities Management, Infrastructure, Health & Safety and Environmental Protection, Physical Security, Internet and telephone connectivity, as well as other associated tasks around the home’s sheltered environment and it’s landscaped grounds.
The role is based at IPPH. Some travel to other DBS sites will be required on an infrequent basis.

Job description
The role of IPPH Estates Manager sits within the wider DBS Estates team who are responsible for overseeing the infrastructure and facilities management at DBS sites across the UK, ensuring compliance with statutory and internal health, safety and environmental protection procedures and standards.
We are looking for someone who can connect with confidence, enjoys collaborating and has a good eye for detail. Ideally you will have a sound grasp of how safety and environmental considerations' impact on care home activities, however specific HS&EP qualifications are not required because full training will be given.
This job role is primarily site-based at IPPH because it involves daily liaising with staff and contractors within the home and managing all aspects of site health and safety. Therefore opportunities for hybrid working are limited and IPPH would be your permanent duty station. Some travel to other DBS sites will be required on an infrequent basis.

Key responsibilities of the role include:
- Head of Establishment’s Estates Representative managing all aspects of non-care related Health & Safety matters including site policy documentation (SEMS), risk assessment, fire safety, emergency planning, and hazard identification, ensuring the development, implementation, monitoring and evaluation of all related procedures, documentation and training to ensure legal and MOD compliance is met.
- Acting as the Estates Fire Focal Point (EFFP) for IPPH and Centurion Building in Gosport, undertaking regular site audits to provide 1LoD. Provide EFFP support to other DBS sites in the Southern Region as required.
- Oversight and control of all infrastructure work undertaken by approved contractors as supported by Defence Infrastructure Organisation and the Regional Prime Contractor.
- Be responsible for the site Environmental Management System, Environmental Risk Assessment and utilities monitoring for the home and the associated sewage treatment plant.
- Managing telephony and Wi-Fi provision across the site, ensuring timely contract renewals by writing business cases in conjunction with DBS Commercial and Finance teams.
- Acting as Branch Security Officer responsible for all aspects for the Physical Security of DBS IPPH.

- Representing DBS at site Stakeholder meetings, developing constructive relationships, and communicate with Commercial Partners and other external Agencies/Professionals where appropriate to the role.
- Managing Estates-related procurement requests including market testing ensuring best value for money in accordance with MOD financial control systems and procedures.
- DBS Estates lead undertaking all estates tasks as appropriate to the role and providing support and guidance to other DBS sites as appropriate to the role
Person specification
The successful individual will be:-
- Highly organised, with demonstrable communication and IT skills. The role requires initiative, management of priorities and balancing a busy workload to adapt to changing demands;
- Have strong interpersonal skills and relationship management skills with the ability to work flexibly in order to meet stretching deadlines;
- Be an excellent verbal and written communicator;
- Able to work independently and as part of a wider team;
- Have the ability to interact and engage confidently with a range of stakeholders across Defence.
Experience within a care home setting or a HS&EP role is desirable but not essential as full training will be given.
