Job summary

DIO Accommodation is responsible for providing Service Family Accommodation (SFA) in the UK and Europe. This includes the management of around 60,000 SFA properties and families; major SFA upgrades and other improvements; providing a comprehensive SFA repair and maintenance service; managing SFA allocation; and overseeing the move in and move out of personnel from SFA properties. Management of private leased homes in the UK and Europe through partner organisations and supporting the modernised accommodation offer.

Job description

The post holder will be responsible for supporting delivery of accommodation within the DIO Accommodation European Support Group (ESG) team. ESG manages around 1600 properties across 16 countries in Europe and Turkey. Most properties are sourced from the private rental market. ESG delivers all accommodation services including allocating homes, distributing furniture, and managing service family accommodation moves. The postholder will report to the Assistant Head European Support Group but be expected to work autonomously ensuring outstanding delivery of infrastructure services, Across the 16 countries in the ESG.

A key requirement of the role will be close engagement with DIO Estates Land Management Service (LMS), DIO Overseas and Training, the Military Chain of Command, local host nation staff and Industry Partners to ensure the service provided meets the requirements of NATO personnel, whilst being in accordance with policy and achieving best value for money.

Key responsibilities will include:

  • Ensuring a safe and compliant estate, meeting UK and Host Nation standards where practicable.
  • Staff and resource management across ESG, including support to in‑country staff, management of Locally Employed Civilians (LEC’s) technical staff, and oversight of staffing issues in the absence of SEO colleagues.
  • Contract and service management as Head of Establishment for ESG‑managed properties, including performance management, governance and assurance, financial forecasting, payment authorisation, complaints and case management, customer satisfaction, additional works, and liaison with DIO Commercial colleagues.
  • Risk, compliance, and business planning, including maintaining site risk and issues registers, developing business cases, and ensuring ongoing estate safety and compliance.
  • Asset management across ESG, including maintaining accurate asset data on IMS, managing acquisitions and disposals with Estates LMS, ensuring asset grading and CAAS assessments are completed in line with policy, and coordinating lease and Memorandum of Understanding obligations.
  • Strategic and assurance activities, including option studies, independent handling of Stage 2 complaints and grading challenges, assurance of government assets and equipment, verification and progression of new FM requirements, and management of escalated issues.
  • General duties appropriate to the grade, including supporting housing policy and process reviews.

There will be a requirement to travel regularly within all countries supported by ESG Headquarters in Belgium. Travel to other locations within the European Support Group will be necessary as required.

Person specification

We’re looking for someone who has experience delivering and managing accommodation or estate services across multiple sites, and who is comfortable working in a complex operational environment. You’ll bring strong stakeholder engagement and influencing skills, alongside a proven ability to manage contracts, performance and finances effectively. You’ll also have experience in asset and risk management, with a clear focus on safety, compliance and continuous improvement.

Essential:

  • Experience of delivering and managing accommodation or estate services across multiple sites
  • Strong stakeholder engagement and influencing skills
  • Demonstrable capability in contract, performance, and financial management
  • Effective asset and risk management experience

Qualifications:

  • Full professional membership of IWFM, APM, PMI, or an equivalent recognised facilities or project management membership or willing to obtain relevant membership whilst in post.

Desirable:

  • Experience in managing residential estates
