Job description

We are offering an exciting opportunity for 2 Delivery Team Leaders to join our England Field Delivery Team. Using your strong interpersonal skills, you will be responsible for overseeing a geographically dispersed delivery team, providing leadership and line management to a multidisciplinary group that includes Senior Veterinary Inspectors and a Technical Team Leader. Based at either Crewe, Horley, or Canterbury, you will ensure resources are effectively and efficiently deployed to meet delivery expectations.

As a Delivery Team Leader (DTL), you will be accountable for meeting all delivery targets and will work alongside Veterinary and Technical Advisors to develop and assure the high performance, capability and consistency of your field team. This is a varied role that requires flexibility and a positive, focused attitude to achieving outcomes, despite any setbacks, with the ability to adapt to different tasks as the situation demands.

The key responsibilities include, but are not limited to:

  • Lead a professional veterinary team to help prevent the introduction of notifiable diseases and invasive species, safeguard animal welfare, facilitate international trade and protect public and animal health.
  • Champion health and safety standards, fostering a proactive safety culture, ensuring consistent, complaint and wellbeing focused practices across all locations.
  • Be accountable for prioritising resources and workloads across the teams to maintain a quality service and the delivery of regulatory activities in line with agreed procedures and policy intent.
  • Build and maintain collaborative relationships with Operational Partners, stakeholders and key teams across the Defra group family to ensure regulatory activities are delivered correctly and consistently, supported by understanding and evidence from operational teams.
  • Provide leadership, direction and support to delivery group members whilst cultivating collaboration, quality assurance and the benefits of continuous improvement.
  • Support and participate in the out-of-hours management rota.

Some travel to attend training, face-to-face meetings, working in a forward operating base for exotic disease outbreaks, which may include overnight stays.

Person specification

We are looking for candidates who can demonstrate the following skills and experience:

  • Effective organisational skills with an ability to manage multiple projects at once.
  • Proficient in use of Excel to effectively provide good management information and who can clearly communicate that information appropriately to different audiences.
  • Demonstrable line management experience.
  • Experience of leadership and direction setting to delivery group members whilst cultivating collaboration.
  • Ability to work flexibly, proactively support others and have resilience at times of challenge.
  • Ability to prioritise work and operate at a fast pace both independently and as part of a team.

Your CV should consist of your career history, including any key achievements and your main responsibilities in each role and be no longer than 2 pages. Your CV will be used to provide further context on your Personal Statement and scored against the essential criteria.

Personal Statement Guidance

When completing your Personal Statement, please read and understand the Job Description thoroughly, as this is what your written evidence will be assessed against. Please ensure you evidence the key personal qualities and experiences that align with the criteria. Consider the Job Description and look to demonstrate how your previous experience may align with the expectations and be applicable to the role. The written evidence you provide must relate to your own experiences. Your layout is entirely your preference; you may choose narrative, bullets, etc.

We encourage you to use the full 750-word allowance of the Personal Statement but not to exceed.

You may choose to address each criteria separately, however, one narrative example may cover and evidence several criteria.

Stage 2

Preparing for the interview

The interview

The interview will follow a blended approach and will last approximately 45 minutes.

A blended interview aims to be more of a conversation at interview, offering a more inclusive approach.

The Behaviour based questioning explores what the candidate can and has done, but also their potential.

Behavioural questions will explore what you have done in previous jobs or experiences as well as what you have achieved and/or learned.

After the interview

Salary

New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Location

As part of the pre-employment process for this post, successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert. The agreed contractual workplace is then the substantive and permanent place of work for the successful candidate(s).

Successful applicants currently employed by the hiring Defra organisation for this post may choose to remain in their current contractual location or may choose to change contractual location to one of those listed above. The agreed amount of time spent at a workplace for this post will reflect the requirement for Civil Servants to spend at least 60% of their working time in an organisation workplace with the option to work the remaining time flexibly from home.

Working time spent at a workplace may include time spent at other organisational locations including field-based operational locations, together with supplier, customer or partner locations. This is a non-contractual agreement which is consistent with common Civil Service expectations.

Internal Fraud Database Check

Applicants who are successful at interview will be, as part of pre-employment screening subject to a check on the Internal Fraud Database (IFD). Loan and Fixed Term Appointments

This is a Fixed-term Appointment as a Delivery Team Leader on the England Field Delivery Team.

The post is not permanent. It is time limited due to a fixed funding period or as part of a specific project. The fixed-term will end when the funding or the project expires.

Your responsibilities will include those shown on the Responsibilities section of the advert. This post will therefore begin from the agreed start date and end 12 months after.
