All employees will be expected to spend a minimum of 60% of their working time in an office, (subject to local estate capacity). If applying as job share partners, please review the guidance here; hub page , Civil Service Careers (civil-service-careers.gov.uk) The RoleThe Deputy Director of Capital Investment is a critical senior leadership role within HMCTS Property Directorate, reporting directly to the Property Director. At a pivotal moment for the organisation, you will lead the planning and delivery of a significant capital investment programme, overseeing annual expenditure of more than £200 million through to 2028/29. With responsibility for addressing a maintenance backlog in excess of £1.3 billion and supporting the ambitions of the forthcoming Estates Strategy, you will play a central role in shaping the future of the HMCTS estate. Working closely with senior leaders across HMCTS, the Ministry of Justice, the judiciary and wider government, you will translate strategic priorities into a deliverable programme of investment. You will ensure that capital funding is targeted effectively, delivering value for money, improving the condition and resilience of the estate, and creating modern environments that support the delivery of justice for court and tribunal users across the United Kingdom. Key ResponsibilitiesReporting into the Property Director you will:- Lead the Capital Investment function, providing strategic leadership to a multidisciplinary team of approximately 40 professionals and fostering a high-performing, inclusive and delivery-focused culture.
- Develop and deliver HMCTS's capital investment programme, overseeing annual expenditure in excess of £200 million through to 2028/29 and ensuring investment is prioritised effectively to maximise value for money, improve estate performance and support the delivery of justice.
- Drive the strategic renewal and transformation of the HMCTS estate, balancing immediate operational needs with long-term priorities, addressing the maintenance backlog, and supporting delivery of the HMCTS Estates Strategy.
- Provide robust governance, assurance and financial stewardship, ensuring compliance with statutory, regulatory and commercial obligations and maintaining effective oversight of risk, performance and investment outcomes.
- Build and maintain strong relationships with senior stakeholders, including the judiciary, HMCTS operational leaders, Ministry of Justice colleagues, HM Treasury and other partners, securing alignment on investment priorities and enabling successful programme delivery.
Person specification
Essential Experience:
- Strategic Leadership and Judgement -Demonstrable experience of developing and delivering long-term strategies in a complex environment, using sound judgement to balance competing priorities, assess options and drive organisational improvement.
- Capital Investment and Financial Acumen - Strong financial and commercial awareness, with experience of overseeing significant capital investment programmes, investment appraisal, business case development and the effective management of substantial budgets.
- Stakeholder Engagement and Influencing - Exceptional communication skills, with the ability to build credibility and influence senior stakeholders, including boards, executive leaders, ministers, the judiciary and wider government partners.
- Leadership and Delivery - A proven track record of leading and developing high-performing teams and delivering complex programmes through effective governance, assurance, risk management and performance oversight.
- Collaboration and Partnership Working - An inclusive and collaborative leader, capable of working across organisational boundaries to build strong partnerships, foster a one-team culture and deliver shared outcomes.
Desirable Experience:
- Experience of leading capital investment within a complex property, infrastructure, estates or public-sector environment.
- Knowledge of construction procurement, commercial arrangements and contracting models relevant to large-scale capital programmes.
- Membership of a relevant professional body, such as RICS, CIOB, APM or an equivalent institution.
