
Deputy Director for Criminal Enforcement
Job summary
The Deputy Director of Criminal Enforcement leads the SIA’s criminal enforcement function, providing strategic oversight of the organisation’s UK wide enforcement approach, and providing leadership to teams responsible for undertaking criminal and financial investigations into activity which poses the greatest risk to the regulatory regime. This includes progressing cases through investigation to prosecution, overseeing an effective financial investigation and asset recovery regime, and delivering proportionate but impactive non-criminal justice interventions designed to detect and disrupt harmful activity.
This role is critical to the SIA’s mission to protect the public through effective regulation by ensuring there is accountability for those who engage in serious non-compliance or wider criminal offending, and that through the deterrent effect of this activity, the SIA’s expectations of high compliance and standards within the industry are reinforced. You will work closely with the SIA’s Legal Services team, the police and other law enforcement partners to secure outcomes which ensure the UK’s private security industry is a hostile place for those who seek to cause harm.
The postholder has a key organisational role ensuring the SIA upholds the law, safeguards public protection, and improves the standards of protective security across the UK.
Deputy Directors also take on wider organisational responsibilities and champion roles.
Job description
Corporate
- Work with the Executive Director to ensure the delivery of the SIA’s statutory responsibilities, Strategic Plan, and transformation ambitions, resulting in improved public protection, protective security and public trust and confidence in the SIA, and its regulatory work.
- As a Deputy Director your shared objective will be to work with the Executive Directors and other Deputy Directors to develop and deliver the annual Business Plan and ensure the timely and co-ordinated delivery of strategic organisational and directorate business plan objectives, performance targets are met and the smooth interface between the different regulatory functions and corporate service areas.
- As a senior leader, day to day management of the directorate, including directing strategy, planning and effective deployment of resources.

Operationally
- Provide senior leadership and strategic direction to SIA criminal and financial investigation resources, ensuring the SIA is able to carry out its purpose and deliver its statutory functions, and in doing so protects the public through effective regulation, building trust, confidence and credibility in the regime and SIA as regulator
- Set, implement and ensure the continued development of a coherent and effective strategy in relation to criminal enforcement and financial investigation which ensures that those who commit the most serious regulatory non-compliance, or otherwise engage in behaviour which undermines the regime are held to account and the public are protected.
- Be the senior strategic lead on various SIA’s priority control areas under the SIA Strategic Threat Assessment, ensuring the development, coordination and the delivery of response strategies, holding the senior operational lead(s) to account for implementation to deliver harm reduction outcomes in support of public protection
- Provide visible motivational senior leadership and strategic direction to your teams, supporting them to effectively undertake their role and reach their full potential.
- Through effective supervision, ensure high standards of investigation, performance and delivery of results; whilst championing and embedding a culture of inclusion, continuous improvement and regulatory excellence.
- Oversee the effective deployment of resources ensuring close collaboration and cross-functional working across the organisation.
- Ensuring appropriate quality and audit frameworks are in place, driving high standards and processes for investigations in order to ensure SIA actions, decisions and sanctions are legally sound and in compliance with nationally recognised standards.
- Be the designated senior decision maker for authorising SIA led prosecutions, ensuring decisions are made in public interest and in line with statutory guidance including the Regulators’ Code, to ensure a consistent organisational and strategic approach to prosecution and enforcement decisions on criminal matters across the different jurisdictions across the UK
- Building and maintaining effective operational relationships at a senior level with key delivery partners in policing, law enforcement and other agencies for criminal investigation and enforcement related matters, including NPCC and national policing, Police Scotland, Police Service Northern Ireland and local authorities.
Person specification
- Senior leader: Senior level experience at or near Deputy Director (G6) level in comparable organisations (government, private or public sectors)
- Significant experience at senior level of leading criminal investigations and wider interventions, with proven record in achieving successful prosecutions and delivering impact through the use of non-criminal justice outcomes
- Good working knowledge of the application of legislation applicable to investigation activity (including CPIA, PACE, POCA)
- Strategic thinker, with the ability to develop and advise on organisational strategy and work both strategically and operationally across a number of high impact issues
- Strong analytical skillset when problem solving and making decisions, excellent problem-solving skills, comfortable and confident making complex, high profile decisions and deal with high profile operational matters
- Inspirational and visible people leader, with strong people leadership skills, with the ability to lead, manage and motivate teams, influence and form strong working relationships and gain the respect and confidence of seniors, peers and colleagues at all levels in a multidisciplinary professional environment
- Role model of inclusive cultures, and instilling organisational values and behaviours that promote positive individual and team cultures working in collaboration
- Excellent communications skills and a credible ambassador with excellent presentation and influencing skills, including the ability to explain complex information to a variety of audiences; able to build rapport and relationships at senior levels with a range of stakeholders and partners and act with credibility at senior levels internally and externally
- Ability to plan and prioritise competing demands to ensure performance targets are met and high-quality ambitious results are achieved in the context of external and internal constraints, including budget, time and/or resources and record of developing high performing professional teams committed to continuous improvement, delivering excellent results and outcomes, and showing accountability when things do not go well or as planned
- Excellent external stakeholder management skills: building, managing and influencing complex operational relationships with law enforcement and other agencies
- Excellent interpersonal skills - a team player with integrity; with good self-awareness, able to work under own initiative with drive and at pace, resilient under pressure, and responds calmly and objectively to internal and external challenge and scrutiny.
