Job summary

The Intelligence Directorate sits at the heart of the NCA and drives our operational work, leading the NCA tasking and prioritisation teams and supporting wider SOC system federated tasking. It is responsible for: providing a clear picture of the Serious Organised Crime (SOC) threat; prioritising the threat and identifying the most significant targets; developing operations to disrupt the threat; and providing specialist capabilities to both the NCA and wider law enforcement partners.

At our core we are collectors, analysts, assessors and exploiters of intelligence. Our aim is to develop the right operations, which target and disrupt - by the most effective means - the right offenders who seek to cause the highest harm to the UK. However, it is important to note that we are also an incredibly diverse directorate with a wide variety of unique functions and specialist skillsets in our ranks, some of which we deliver as the national provider for the wider SOC system. From our niche technical capabilities, to our overseas network of ILOs and our Tasking teams, there are many component parts which contribute to the efforts of the directorate and the Agency.

The Intelligence Directorate is made up of five distinct but interconnected Deputy Directorates:

  • National Intelligence Hub (assessment, prioritisation & triage of leads, developing operations);
  • Organised Immigration Crime Operations;
  • Collection (including communications collection, human intelligence collection, technical collection);
  • National Tasking & Coordination (leading the NCA, and wider SOC system tasking and prioritisation teams, oversight of NCA’s 7/24 operations, and other central support functions)
  • Operations HQ (a joint function with Investigations Command).

Job description

The National Intelligence Hub is responsible for analysing, developing and disseminating intelligence for the NCA and Serious Organised Crime (SOC) system, in order to understand and articulate the threat from SOC and generate the most impactful opportunities for disruption and reduction of that threat.

Working closely with other departments, the NIH is at the heart of the NCA, analysing and exploiting all source intelligence to deliver opportunities which drive NCA and partner activity in response to the highest threats from SOC.

The NIH continually develops the intelligence picture of serious and organised crime that impacts on the UK, so we can flex law enforcement’s collective resources against the changing threats.

The NIH is currently undergoing an important review of its internal operating model and the successful incumbent would be expected to continue the leadership of this change programme.

DD NIH is responsible for:

  • identifying the highest harm criminals from the NCA’s own sovereign collection capabilities, and from intelligence gathered from partners, for the purpose of developing actionable intelligence to generate opportunities for the NCA, and partners, to disrupt the threat from SOC in the UK.
  • generating the operational pipeline for the following threats; Fraud, Money Laundering, Bribery & Corruption, Combating Kleptocracy, Firearms, Drug, Child Sexual Exploitation and Abuse, Hardened Secure Communications, Borders, Immigration Disruptions and Prisoner and Lifetime Offender Management.
  • providing live time intelligence capability to tasked investigations within the NCA through the national network of National Targeting Centre (NTC) and Regional Intelligence Teams (RITs), and for analytical capability through the multi-threat National Tactical Analysis Unit.

    The NIH houses the Agency’s Child Sexual Exploitation Referrals Bureau (CSERB). This is subject to a critical incident under Op ANCHORWISE. The successful candidate will need to work with a range of stakeholders inside and outside the NCA to manage this critical incident.

    The job holder will be the UK’s Executive Board member for the Maritime Analysis and Operations Centre (Narcotics) based in Lisbon, Portugal.

You will:

  • Be able to operate effectively at Deputy Director level across Government, build productive relationships with a range of domestic and international law enforcement and national security partners, and engage in the corporate governance of the Agency;
  • Champion the importance of intelligence in a national security/law enforcement context with a view to Police Reform;
  • Have experience at a strategic level of being able to balance delivering operationally at pace with transforming operations for the future taking into account changes to the technology landscape.

DD Organised Immigration Crime Operations directs the Agency’s Intelligence and Analysis capabilities to protect the public and those vulnerable from OCGs and the harm caused by Organised Immigration Crime. The directorate brings together Intelligence Officers, Analysis and works very closely with the UK’s intelligence community.

OIC Intelligence and Analysis is responsible for collecting, analysing, disseminating and developing intelligence relating to the Agency’s main effort to disrupt the flow of illegal migrants to the UK through focusing on; small boat equipment supply, illicit finance, near Europe facilitators, upstream facilitators and Online Communications.

OIC Intelligence and Analysis works very closely with a range of law enforcement and other partners on the OIC threat, including Border Security Command, NPCC forces and Regional Organised Crime Units, and a number of international partners

The DD OIC Operations role will require the job holder to work the majority of their time in the office in line with the NCA’s Hybrid working Policy.

You will:

  • Be able to direct and coordinate staff across the Agency from multiple business areas and geographical locations. You will therefore require strong leadership skills, alongside the ability to build high performing teams and deliver performance.
  • Be comfortable, or show strong potential, to balance work across criminal justice outcomes and other disruption opportunities including complex overseas/cross border operations.
  • Be responsible for complex areas of Agency work where sound judgement is critical, and which carry a significant risk to public confidence and agency reputation, and the confidence of our officers.
  • Display key qualities based on professional operational competence and experience at a strategic and tactical level in respect of operations involving threat, harm and risk.
  • Be able to work collaboratively at a senior level with internal and external stakeholders, and be able to brief effectively up to senior levels including Ministerial.
