The successful candidate will provide senior strategic leadership for HMLR's second-line risk, assurance, security and business continuity functions, acting as the organisation's most senior risk adviser to the Chief Executive, Board and Audit and Risk Committee.
As a member of HMLR's senior leadership community, you will help shape organisational strategy, performance and decision-making by embedding a strong and proportionate risk culture. You will ensure that risk and assurance arrangements support transformation, enable opportunity and help HMLR deliver its strategic priorities within the Board's risk appetite.
Remuneration for this role is expected to be between £86,000 to £117,800 per anum
For existing civil servants, the usual policy on level transfer and promotion will apply. If appointed on promotion, you will be appointed to the salary band minimum for SCS1 or receive a 10% uplift on your existing salary, whichever is greater. Individuals appointed on level transfer will retain their existing salary. Standard pay rules apply for existing civil servants.
Job description
As HMLR’s Deputy Director for Risk, Assurance, Security and Business Continuity, you will be a key member of the senior leadership team, shaping the organisation’s strategic direction and performance. Acting as the principal risk adviser to the Chief Executive, Board and Audit & Risk Committee, you will provide expert leadership on risk, resilience and governance, enabling informed decision-making and supporting the delivery of HMLR’s transformation ambitions.
You will lead a diverse portfolio of second-line functions, driving a positive risk culture and ensuring robust risk, assurance and security frameworks are embedded across the organisation. You will build and develop high-performing teams, provide oversight and challenge across HMLR, and work with senior stakeholders across government to share best practice and strengthen professional standards.
Person specification
We're looking for an accomplished leader with a strong track record of operating at a senior level.
You will be assessed on the following essential criteria:
- Significant experience of being a visible and credible senior leader with a strong track record of leading through change, able to set clear direction in complex and evolving environments, whilst maintaining focus on delivery, performance and the wellbeing of your people.
- Proven ability to positively influence and collaborate, at senior levels, acting as critical friend to challenge when necessary to drive the risk management agenda within a fast paced, complex environment.
- Broad risk management experience at a strategic level gained in a similarly complex and recognised risk-focussed environment e.g. data driven, financial, digital transformation, AI and automation.
- Knowledge and experience of delivering and embedding a three lines model including advisory services and the design, alignment and delivery of assurance activity.
- Experience of managing and leading large, dispersed teams, with limited face-to-face interaction, to deliver a coherent risk, assurance, security & business continuity function.
- Ability to communicate technical concepts tailored to audiences of varied risk awareness and engagement
