Job summary

HM Land Registry is looking for an outstanding technology leader to join us as Deputy Director of Technology Services. This is a significant senior leadership role, with responsibility for the performance, security and resilience of the technology services that underpin our organisation and the wider conveyancing market. You will lead a function of around 300 IT professionals, oversee budgets of approximately £50 million and ensure our critical technology services remain secure, reliable and responsive to the changing needs of our customers and colleagues.

Millions of people and businesses rely on HM Land Registry every year for guaranteed and trusted information on property ownership which covers properties worth around £8 trillion. Understanding and protecting the nation’s land ownership, and its potential use and value, is vital to a successful economy and a sustainable future.

As our Deputy Director Technology Services, you will be responsible for:

  • Provide direction and leadership to a broad group of technical staff, demonstrating familiarity and competence with a range of technologies.
  • Ensure the performance of core systems continues to meet the needs of the organisation whilst supporting major change activities and continuous improvement.
  • Manage large IT budgets (circa £50m) and suppliers in accordance with wider government guidance, driving value for money and savings.
  • Ensure appropriate security solutions and services are deployed to protect the organisation from malicious attacks.
  • Work closely with technical architecture to ensure the future direction of infrastructure meets the expectations of the organisation.
  • Be an active and supportive member of directorate and wider organisation leadership team, promoting and demonstrating organisational values.
  • Communicate with a wide range of HMLR executives, staff and external stakeholders, driving partnerships, setting the agenda and influencing the wider development of the property sector.
  • Serve as Senior Responsible Owner (SRO) for projects or portfolios that are relevant to the role.
  • Create an environment where our people can succeed, effectively leading and developing your senior management team through clear delegation of responsibilities and agreement of performance criteria.

To be successful in this role, you will be required to demonstrate the following criteria throughout the recruitment process.

Essential Technical Skills and Qualifications:

  • Broad understanding of technology and infrastructure at an enterprise level.
  • Broad understanding of cyber security at an enterprise level.

Essential Experience:

  • Demonstrable experience of successfully leading infrastructure teams at an enterprise level.
  • Successful oversight of large scale technology projects or change activities.
  • Experience of cyber security in a low risk enterprise environment.
  • Experience of effectively managing relationships with and influencing senior stakeholders.
  • Strong commercial and financial awareness and experience of leading commercial negotiations and contracts.
  • Experience of successfully leading and developing large and complex groups of technical professionals.

If successful at the shortlisting stage, you will be invited to attend a Staff Engagement Exercise which will be held on week commencing 23 November 2026 and further details will be issued to the successful candidates at the sift stage. A blended face-to-face interview in our Plymouth office will follow the Staff Engagement Exercise, which we anticipate will be held on 30 November and 1 December 2026. Salary

Remuneration for this role is expected to be between £95,000 to £100,000 per annum.

For existing civil servants, the usual policy on level transfer and promotion will apply. If appointed on promotion, you will be appointed to the salary band minimum for SCSPB1 – Director, or receive a 10% uplift on your existing salary, whichever is greater. Individuals appointed on level transfer will retain their existing salary. Standard pay rules apply for existing civil servants.

Please note that, if successful, any existing specialist allowances you currently receive will not automatically transfer to or be retained in this role.



Feedback will only be provided if you attend an interview or assessment.This role has a minimum assignment duration of 3 years. An assignment duration is the period of time a Senior Civil Servant is expected to remain in the same post to enable them to deliver on the agreed key business outcomes. The assignment duration also supports your career through building your depth of expertise.
