The Defence Housing Service (DHS) is being created through the Armed Forces Bill to deliver a step-change in housing for the UK’s Armed Forces and their families following the publication of the Defence Housing Strategy on 3 November 2025, which marked the most significant change to Armed Forces housing in over 50 years. DHS will bring a dedicated focus to improving the homes, communities and lived experience of Service personnel, placing families firmly at the heart of everything it does.

This is one of the most ambitious housing transformation programmes in the UK today. Backed by a £9.2 billion investment, DHS will modernise tens of thousands of homes, introduce a more proactive and customer-focused approach to maintenance, and unlock new opportunities to develop housing on Defence land. DHS will have the focus and agility to deliver change at pace, combining public service values with greater flexibility to build the skills, systems and partnerships needed for the future.

The Defence Housing team is currently part of the Defence Infrastructure Organisation (DIO), who respond to the evolving needs of our military personnel, and the ways in which they live, work, train and deploy. We are proud to be the expert partner Defence needs for all their infrastructure requirements. From large scale infrastructure projects such as runways for the F35 fighter jets to net carbon-zero accommodation for our Service families, our activities focus relentlessly on our customers, and our outputs are unique in the UK and across the globe! The future delivery model for this team is currently under review and may change as part of potential organisational developments. This could include the team or function transferring to a different employer or organisational structure in the future. Should activities transfer out of the Ministry of Defence existing employees transferring with those activities will maintain the same or substantially the same terms and conditions of employment.

Job description

The Deputy Head of Housing Support Services provides strategic leadership across a broad portfolio of housing support functions that are critical to the successful delivery of UK Defence housing. Leading teams responsible for legal services, housing casework, customer support, debt management, loss of entitlement activity and business governance, the role ensures services are delivered efficiently, compliantly and with a strong customer focus. You will drive continuous improvement, provide operational assurance, and lead the resolution of complex and sensitive issues while fostering a high-performing culture across geographically dispersed teams. Working closely with senior stakeholders across Defence and partner organisations, they will play a key role in shaping service delivery and supporting organisational transformation.

What you’ll be doing;

Housing Support Services Delivery

  • Lead the delivery of Housing Support Services, ensuring efficient, compliant and customer-focused services across a range of specialist functions.
  • Monitor performance, governance and assurance arrangements, driving continuous improvement and service excellence across the function.

Litigation, Legal Services and Loss of Entitlement

  • Lead the management of customer cases relating to legal services, loss of entitlement decisions and escalated complaints, ensuring timely resolution, risk mitigation and continuous service improvement.
  • Lead the management of housing disrepair claims and legal casework, ensuring compliance with legal obligations, evidence requirements and disclosure processes.
  • Oversee Loss of Entitlement activity, including Notices to Vacate and legal enforcement processes, ensuring cases are managed fairly and proportionately.
  • Provide strategic oversight of legal services and complex housing matters, ensuring policies are applied consistently and risks are effectively managed.

Debt Management and Housing Charges

  • Lead accommodation charge invoicing, debt recovery and performance reporting, ensuring robust financial management and accountability.
  • Maintain effective relationships with Defence Business Services and other key stakeholders to support the delivery of housing charges and debt services.
  • Ensure appropriate governance and assurance are in place for debt recovery activity, write-offs and other financial decisions.

Business Management and Governance

  • Oversee the timely and accurate delivery of parliamentary, ministerial and senior leadership commissions and correspondence.
  • Lead business planning, risk management, assurance, compliance and corporate reporting activities across Housing Support Services.
  • Ensure effective financial governance, workforce reporting and business management processes that support informed decision-making.

Leadership and Transformation

  • Provide visible and inclusive leadership to geographically dispersed teams, creating a high-performing culture focused on customer outcomes.
  • Lead and develop Grade 7 managers and their teams, promoting staff engagement, wellbeing, capability development and succession planning.
  • Support the ongoing transformation of Defence Housing Services by driving innovation, embedding new ways of working and delivering sustainable improvements.

Whilst this role is advertised as a full-time position of 37 hours per week, we recognise the benefits of flexible working and are open to discussing part-time hours, job share arrangements, or other flexible working patterns with suitable candidates. Regular in person attendance is required (this is expected to be approximately 60% of your working week) to promote the benefits of face-to-face collaboration alongside flexibility of hours to support work-life balance and business need. Initially, you may be expected to attend more frequently to familiarise yourselves with the site, the team, and your role.

Person specification

To be successful with your application, you'll need to show that you meet the following essential criteria:

  • Experience of managing complex, sensitive or high-risk casework, ensuring appropriate governance, assurance, compliance and sound decision-making.
  • Proven ability to build and maintain effective relationships with senior stakeholders, influencing outcomes and working collaboratively across organisational boundaries to achieve shared objectives.
  • Ability to lead and develop high-performing teams, demonstrating professionalism and adaptability to deliver high-quality outcomes within a public sector, regulated or housing-related environment.
  • Demonstrable experience of driving service performance and continuous improvement, using data, insight and governance arrangements to improve outcomes and service delivery.
  • Experience of leading teams through organisational change and transformation, fostering engagement, resilience and a culture of continuous improvement.
  • Excellent communication, influencing and judgement skills, with the ability to analyse information, manage competing priorities and make informed decisions in a complex environment.

At sift stage, applicants will be required to provide:

Applications will be assessed against the essential criteria, with each criterion scored on a scale of 1 to 7. An overall score will then be calculated using the average of all criterion scores. To progress beyond the sift stage, applicants must achieve a minimum score of 4 on every essential criterion. This means that even if your overall average score is 4 or higher, you will not progress if you score below 4 on any individual essential criterion.
