We’re looking for an Adoption & Change Manager to play a pivotal role in shaping how our organisation embraces Microsoft 365 and new ways of working. In this role, you’ll ensure technology investments translate into measurable business impact—by preparing people for change, managing the real-world impacts of new digital services, and driving confident, sustained adoption across the organisation.

This is your chance to play a pivotal role in preparing colleagues for digital change, supporting them every step of the way, and ensuring our investments translate into measurable business impact. You’ll collaborate closely with leaders and staff to embed effective new practices, coordinate early life support, deliver training, and promote user enablement throughout the organisation.

Your mission:

• Shape how Luton Council embraces digital transformation and new technologies.

• Coordinate people-focused change management initiatives for Microsoft 365 and beyond.

• Lead training, early life support, and user enablement programmes.

• Embed modern, effective ways of working into daily operations.

• Drive confident, sustained adoption of digital services.

About you

We’re seeking a proactive influencer with a genuine passion for organisational improvement and digital innovation.

· Proven experience in leading digital adoption, change management, or transformation programmes.

· Excellent communication skills to inspire and support colleagues.

· A collaborative approach, thriving in cross-functional teams.

· Strong organisational skills, able to manage competing priorities and deadlines.

· Knowledge of Microsoft 365 and digital workplace best practices is highly advantageous.

You’ll have a proven track record in:

· Leading Business Change and Adoption for Digital or Technology enabled change

· Delivering User Adoption and Embedment into Business‑as‑Usual

· Stakeholder Engagement at Multiple Levels (Including Senior Leadership)

· Training, Enablement, and User Support Coordination

· Managing Change Impacts and Readiness Risks

· Measuring Adoption and Demonstrating Value

You’ll bring:

· Knowledge M365 and its adoption across complex organisations

· Ability to lead change and adoption design

· Familiarity with structured change frameworks (e.g. ADKAR, Prosci)

· A degree or equivalent qualification in a relevant subject, plus a practitioner-level professional qualification.

· Demonstrable knowledge of equality issues and legislation.

Experience in the public sector or local government, supporting change and digital adoption, and evidence of continuous professional development are highly desirable.
