At Cambridge City Council, we are strengthening how digital services and applications are managed across the organisation. This role sits at the centre of that work.

Digital Applications & Change Lead

This is a leadership role responsible for shaping, managing and improving the council’s portfolio of business-critical applications – ensuring they are secure, effective and aligned to service needs.

What you’ll do

  • Lead the council’s application portfolio and lifecycle approach
  • Own roadmaps, upgrades and decommissioning of key systems
  • Manage and develop a team of application specialists
  • Act as senior application owner for core business systems
  • Work with our shared ICT service and suppliers to drive performance
  • Manage budgets, contracts and application investment decisions
  • Support transformation and service improvement through digital applications
  • Strengthen governance, assurance and compliance across systems

What we’re looking for

You’ll bring experience managing application portfolios or business systems in a complex organisation, alongside strong leadership and stakeholder skills.

You’ll be confident in:

  • Leading teams and improving performance
  • Managing multiple systems, suppliers and priorities
  • Translating service needs into practical digital solutions
  • Balancing strategic direction with operational delivery
  • Building strong relationships across technical and non-technical stakeholders

Hours: This is a full-time role, for 37 hours per week.

Contract: Permanent

Salary: £52,413 - £56,782per annum (City Pay Band 8), pro rata for part time.

Location: This is flexible – working in Cambridge at one of our offices or working from home. You will be able to balance your work location accordingly.
