Job summary

The Facilities Manager (FM) will be required to take the lead in delivery of Hard and Soft Facilities management for designated areas within European Support Group (ESG).
They will have to manage stakeholder, supplier (both with the UK delivery organisation, Industry Partners and Local Contractors)) and host nation interfaces, solving a range of problems with a degree of independence and communicating issues simply, quickly and accurately.
The C2 FM will be delegated through ESG authorities and responsibilities commensurate with their experience, qualification and business needs and will be required to exercise Commercial and Financial control over Defence Infrastructure Organisation (DIO) ESG FM works by the team.


Assist the Head FM with the development of the Command Infrastructure Delivery Plan (CIDP) and assist the end user in delivery of Infrastructure supporting the end user as DIOs technical Subject Matter Experts (SME) from the development of the SoN until the practical completion certificate.
Assist in the development of the financial planning/forecasting. This is to include budget review with the Head FM and Business Support Manager at each Accounting Period.
Management and inspection of all FM works in conjunction with the Assurance Manager and IP if applicable to ensure work delivered meets the required Specification and offers value for money.

The tour length is 3-years.

Job description

Undertake all relevant training in the use of Integrated Management System (IMS) and represent ESG as Point of contact (POC) for all continuous improvement of the IMS system.
• Develop the implementation of IMS within ESG and ensure processes remain practical and efficient for delivery of works complying with DIO Policy within each area.
• Ensure that the relevant DIO ESG Personnel have received adequate training and hold the relevant delegations on the IMS system to support delivery of work through the ESG AoR.
Assist the Assurance manager with data collection and management of data to formulate management reports through IMS.

Health Safety Environmental and Fire
Responsible for reviewing the DIO ESG Asbestos and Legionella Management Plans in conjunction with the Hd FM.
Provision of Safety, Health, Environment and fire (SHEF) advice to ESG Staff.
Provision of support in implementing and monitoring of Health and Safety (H&S) and environmental policy and legislation within the ESG Area of Responsibility (AOR).
Conducting SHEF audits and assurance including office and industrial workplace reviews.
Acting as SHEF Focal point for DIO ESG staff.
Investigation, monitoring and reporting of all SHEF related incidents and accidents where it impacts on ESG Staff members.
Acting as secretary for ESG SHEF staff meetings.
Monitor and report on ESG SHEF action plans.
Utilise IT monitoring and reporting tools as required.
Monitor completion of Fire Risk Assessments (FRA) where they impact on DIO staff.
Monitor application of fire diaries where DIO acts as the building custodian in collaboration with EJSU H&S Representative

Person specification

Preferably from a Facilities Manager background, there will be travel around Europe. The candidate should be able to work in different cultures and environments maintaining UK Standards of compliance
