Job summary

DIO is part of the Ministry of Defence (MOD). We play a vital role in supporting Defence by leading and managing the delivery of what the Armed Forces need to live, work, train and deploy on operations. Under the Future DIO Transformation Programme, DIO will become the MOD’s professional estate services business and realise our organisational vision of providing a better estate, a better service and a better business.

DIO RD USF operate within a centralised Head Office at RAF Wyton and 2 regions East and West which span 6 major sites, RAF Lakenheath and RAF Mildenhall in the East Region and RAF Alconbury, RAF Croughton, RAF Fairford and RAF Menwith Hill in the West Region. DIO RD USF is responsible for supporting the USVF in the UK in the delivery of works; developing and implementing DIO/US Civil Engineering joint policy and procedures and undertaking Estate Stewardship on behalf of the Secretary of State to ensure the estate is Safe and Legally compliant.

The Assistant Manager – Business Support is accountable for ensuring their team adhere and conform with all agreed DIO processes and operating procedures, for providing business/administrative support in the enablement of DIO delivery on United States Visiting Forces (USVF) utilised estate for their site. This to include responsibility for all aspects of financial management, providing a professional security service to contractors and staff and other business management support as required.

Travelling between sites will be required.

Although remote working can be requested where this supports the business, the post is site-based. Following a successful probation period, working from home can be requested where the business need allows, ensuring a minimum of 60% of working time is in spent in office each week.

This position is advertised at 37 hours per week.


Job description

Leadership & Management 10%

  • Line Management responsibilities
  • Support the effective delivery of business outputs through day‑to‑day oversight and guidance of team members.
  • Promote DIO values, behaviours, and collaborative working practices.
  • Ensure staff compliance with mandatory training and organisational requirements.
  • Build positive working relationships across DIO, MOD partners, and stakeholders

Finance Support 70%

  • Raise recharges and managing the re-charge process in a timely and efficient manner to recover monies from the US client and other wider Customers.
  • Management and reconciliation of USVF debt, RAC's, VAT Codes and UIN’s. Notify line manager to raise journals to correct discrepancies and mis-bookings.
  • Process, track and record all site host nation business cases and spend
  • Electronic Procurement Card Holder for the business
  • Raise requisitions for service contract, and receipt and management payments
  • Process contract requisitions requests for contract variations
  • Undertake any other financial management tasks as required

Assurance – 5%

  • Contribute to assurance activities by completing routine checks, providing evidence, and supporting compliance with audit and governance requirements.
  • Identify and escalate risks or non‑compliance in line with organisational procedures.

Security 5 %

  • Act as a point of contact for security‑related queries affecting DIO personnel and support the resolution of access or entry issues.
  • Support adherence to local security procedures and maintain accurate security‑related records where necessary.

General Administration 10%

  • Collate, update, and provide management information to support business reporting requirements.
  • Maintain accurate records in line with Defence Information Management policy.
  • Provide general administrative support to enable smooth business operations across the organisation.

Person specification

Essential skills include:

  • Proficient in Office 365 (Excel, Word, PowerPoint).
  • Ability to develop strong collaborative relationships with a range of stakeholders.
  • Experience of working in an office environment.
  • Ability to work independently and collaboratively.

Licences

Full UK Driving Licence- Travelling between sites will be required.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance. The post does not offer relocation expenses.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
