Job summary

The Financial Intelligence Unit Jersey plays a central role in protecting the integrity of one of the world’s most respected and best regulated international finance centres.
As Director, you will lead the Island’s national centre for financial intelligence, overseeing the receipt, analysis and dissemination of information that supports law enforcement investigations, regulatory action and jurisdictional threat understanding, preserving and enhancing Jersey’s global reputation in the fight against financial crime.
This is a senior leadership role requiring the ability to develop the FIU in line with international standards and peer review expectations, including those of the FATF, MONEYVAL and the Egmont Group.
You will lead an experienced multidisciplinary team of intelligence specialists, providing strategic direction while ensuring the Unit remains operationally independent, technically capable and trusted by domestic and overseas partners.
Your remit spans strategic planning, resource leadership, operational decision making and international engagement. You will set annual priorities with the FIU Governance Board, manage the Unit’s budget and ensure the delivery of high quality intelligence outputs.
You will also oversee management of the consent regime under the Proceeds of Crime (Jersey) Law 1999 ensuring suspected criminal proceeds are preserved while intelligence and enforcement action is progressed. You will lead the Unit’s contributions to national risk assessments, peer reviews and global cooperation frameworks. Job description

Responsible for strong leadership, management and overall accountability for the effective functioning of the Jersey FIU, which serves as the national centre for the receipt, analysis, enhancement and dissemination of financial intelligence. Ensuring the Jersey FIU is adequately staffed with personnel that are appropriately skilled and experienced in AML/CFT. Providing direction and guidance to Jersey FIU staff as appropriate. In consultation with the FIU Board and before the commencement of the financial year, be responsible for the drafting and subsequent issuance of a Jersey FIU Annual Plan to include, but not limited to, a statement of any strategic priorities and the annual budgetary requirements for the Jersey FIU. In doing so having a ‘vision’ for the Jersey FIU and assuming
overall responsibility for all Jersey FIU staff to identify opportunities to continuously improve the Jersey FIU’s contribution to the effectiveness of AML/CFT and combatting financial crime. Accountable for the management of ‘consent’ decisions arising from SAR submissions under the Proceeds of Crime (Jersey) Law 1999. Builds strategic partnerships/relationships with other financial intelligence units, law enforcement agencies and competent authorities internationally to ensure the exchange of mutually beneficial information and appropriate level of co-operation in financial investigations. Accountable for the Jersey FIU in its capacity as a full member of the Egmont Group of FIUs, and ongoing adherence to the Egmont Group Statement of Purpose and its Principles for Information Exchange. Lead work with all relevant partners and key stakeholders, and actively participate in operational working arrangements between the JFIU, States of Jersey Police, Law Officers’ Department (to include ECCU and MLAT), the JFSC and any other multi agency collaborative working groups relevant to tackling ML or TF. Represent the FIU as Director of JFIU in multi-agency Financial Crime Strategy meetings facilitated by the Government of Jersey (GOJ). As a key participant lead, assist in the preparation for international assessment reviews carried out by assessment bodies such as MONEYVAL and nationally, for example in the preparation of the National Risk Assessment of ML and TF. Undertake a leading role in representing Jersey and the Jersey FIU in preparation for and engagement with periodic international mutual evaluations of the Island’s capability in respect of combatting financial crime and TF.

Person specification

Success requires deep knowledge of AML/CFT legislation and intelligence practices, proven strategic leadership and the ability to make sound decisions under pressure.
Essential to the role is recent experience in the management of financial intelligence processes, including the collection, analysis, dissemination and use of intelligence, whether gained in law enforcement, intelligence agencies or the private sector, along with the capability to influence across jurisdictions and cultures.
