Job summary

The DfE is supported by around 8,000 staff across multiple sites, and it works with 15 Arm's Length Bodies. These bodies play a critical role in the administration of our funding, the delivery of services, and the provision of regulation and advice across the sector.

We are responsible for:

  • Teaching and learning for children in the early years and in primary schools.
  • Teaching and learning for young people in secondary schools.
  • Teaching, learning and training for young people and adults in apprenticeships, traineeships and further education.
  • Teaching and learning for young people and adults in higher education.
  • Supporting professionals who work with children, young people and adult learners.
  • Helping disadvantaged children and young people to achieve more.
  • Making sure that local services protect and support children.

Job description

The role and key responsibilities:

  • Setting and shaping the strategy for DfE, looking to the long-term opportunities and challenges for the education and care systems, and ensuring strategic priorities are clear and understood across the department and our sectors. Your leadership will bring together a range of key central functions into a coherent, forward‑looking agenda – including strategy, legislation, key strategic relationships with partners and private office. In doing so, you will work hand-in-glove with the Delivery Director to ensure the strategy can be delivered in practice.
  • Leading across Whitehall to take forward the Opportunity agenda with Government Departments– particularly DHSC, DWP, MHCLG and DCMS. As part of this, you will lead for the Department on the Public Services Cabinet Committee.
  • Supporting the Principal Private Secretary to the Secretary of State in delivering outstanding and joined up support to her, her Ministerial team and the Permanent Secretary.
  • Working in an outwards facing way to managing key strategic relationships with partners, including overseeing collaborative work with education Unions through the Improving Education Together partnership.
  • Building trusted, influential relationships with the Secretary of State for Education, Permanent Secretary, Ministers, senior leaders across DfE, key stakeholders across Whitehall and across our sectors ensuring alignment and momentum behind departmental priorities.
  • Leading around 100 high‑performing staff, providing clear vision and direction, promoting high standards, creating psychological safety and empowering teams across the Directorate and the department to deliver outcomes that matter for children, young people, families.
  • As a highly visible senior leader within the Strategy Group and across DfE, you will help shape the culture, direction, and future of the department – ensuring teams are engaged, supported, and empowered to deliver.

Person specification

Essential criteria:

  • Extensive senior experience leading strategy development across large systems to maximise impact and to build shared purpose and commitment
  • Highly developed communication and influencing skills, including at the most senior levels.
  • Proven success in leading high-performing teams through organisational change – promoting high standards, creating an inclusive environment, and building psychological safety.
  • Ability to lead teams confidently in challenging, fast-moving situations – balancing multiple pressures while ensuring clarity, good decision making and collective resilience.
  • Strong data and analytical skills, with experience leading teams to gather and interpret complex data and convert analysis into clear action.


It would be desirable for candidates to be able to demonstrate the following criteria:

  • Demonstrated understanding of the education, care or skills system, shown through work with relevant stakeholders, policy areas, delivery bodies or sector organisations.

Benefits

Applicants currently holding a permanent post in the Civil Service should note that, if successful, their salary on appointment would be determined by the Department’s transfer / promotion policies.

As a member of the DfE, you will be entitled to join the highly competitive Civil Service Pension Scheme, which many experts agree is one of the most generous in the UK.

You will have 25 days leave, increasing by 1 day every year to a maximum of 30 days after five years’ service. In addition, all staff receive the King’s Birthday privilege holiday and 8 days’ bank and public holidays.

We offer flexible working arrangements, such as job sharing, term-time working, flexi-time and compressed hours.

Most DfE employees will be working a hybrid pattern, spending at least 60% of their time in an office or work setting. Changes to these working arrangements are available in exceptional circumstances, but must be agreed with the line manager and in line with the requirements of the role.

Travel to your primary office location will not be paid for by DfE, but costs for travel to an office which is not your main location will be covered.

The Strategy Director Role is being recruited alongside the Delivery Director role, and with a single panel overseeing both. If you are applying for both roles, you should submit a separate application for each.

Stage 2 - Interview

Shortlisted candidates will be required to:

1.Complete online numerical and verbal reasoning assessments.

2.Attend an in-person informal conversation with the Secretary of State for Education in London week commencing 20 April 2026.

3.Take part in a formal in-person interview in London on Thursday 23 April, which will include:

The formal interview will be a 2-part process:

Part 1: Prepare and deliver a presentation to the panel. Please be prepared to answer follow up questions on the presentation. Presentation details will be provided to shortlisted candidates closer to the time of the interview.

Part 2 - The interview will last approximately 60 minutes. You will be asked questions on the essential criteria listed above to determine your level of experience in these areas. Questions will typically ask for a brief and broad overview of your experience relevant to a criteria (e.g. tell us about your experience delivering policy projects) and/or a specific example (e.g. tell us about a time when you….). We may also ask you some follow-up questions.

As part of the recruitment process, we may request references.

Please note that, at the interview stage, we may ask whether you have any conflicts of interest to declare. The Department for Education does not cover the cost of travel to your interview or assessment unless otherwise stated.

Terms and conditions of candidates transferring from ALBs and NDPBs

Bodies that are not accredited by the Civil Service Commission and are not able to advertise at Across Government on Civil Service jobs will be treated as external new starters and will come into DfE on modernised terms and conditions with a salary at the band minimum.

Bodies that are accredited by the Civil Service Commission but do not have civil service status will be offered modernised terms and will not have continuous service recognised for leave or sickness benefits. Salaries should be offered at band minimum, but there is some flexibility where this would cause a detriment to the individual.

Bodies that are accredited by the Civil Service Commission and do have Civil Service status will be treated as OGD transfers. Staff appointed on lateral transfer will move on to pre-modernised DfE terms (unless they were on modernised terms in their previous organisation). Staff appointed on promotion will move on to modernised DfE terms. Staff will transfer over on their existing salary (on lateral transfer) and any pay above the DfE pay band maximum will be paid as a mark time allowance. Staff moving on promotion will have their salaries calculated using the principles set out in the attached OGD transfer supplementary information.
