Job summary
The Directorate of Judicial Engagement Policy (DJEP) was established in 2010 to improve the ability of the MOD to respond to the increasingly complex politico-legal environment surrounding preparations for and the conduct of military operations. Conflicts in Iraq and Afghanistan have generated complex litigation, criminal investigations and public inquiries. Historic operations – particularly in Northern Ireland – continue to pose a range of challenges for MOD and its people. And compensation claims related to day-to-day MOD activity amount to up to £100m per year.
DJEP have recently acquired the eDisclosure platform, Relativity which has been deployed in Disclosure Coordination Unit’s (DCU) infrastructure. The SEO will therefore be joining DJEP at an exciting time where smarter digital working practices with improved speed and accuracy will help to ensure compliance with disclosure obligations.
The nature of the work is dynamic and may evolve based on the needs of the Inquiry.
This position is advertised at 37 hours per week.
Job description
As the Disclosure Co-ordinator for the eDisclosure platform you will help to develop internal expertise in Relativity by taking a lead role in managing all aspects of the application disclosure platform which will be used for Inquiries, judicial reviews and Northern Ireland claims/inquest work providing specialist disclosure support in line with legal obligations. You will be the lead for this application, responsible for implementation and any further continued roll out, including delivering training and mentoring on the system for all staff which potentially covers both Official and Secret domains, as well as any required management as an application on the Departmental network.
Current requirements are the overall management and coordination of:
- Scoping and collection of data across inquiries;
- Processing and preparing data for review;
- Searching, reviewing and analysis of data;
- Upskilling of DCU staff;
- Disclosure and Production;
- Management of the application on behalf of DJEP as its lead;
- Review, assessment and management of its secure-by-design principles subject to where final application ownership may sit.
Due to the volume of work external disclosure support services may be required and tasked to provide advanced-level disclosure support and guidance in the use of Relativity. You will work along with the suppliers to ensure our legal obligations on any given litigation is met. It is envisaged that as part of the role, your experience in eDisclosure will also develop and therefore it is recognised that those with an appetite to learn and develop will be suitable candidates for the position.
This is a Fixed-term Appointment as a Disclosure Co-ordinator Relativity Lead in the Disclosure Coordination Unit, Directorate for Judicial Engagement Policy.
Your responsibilities will be as described in this job advert. The reason why you are appointed for a fixed period is due (to the nature of the role and the needs of the business area at this time). This post will therefore begin on your appointment and end 23 months after that date (with a view to extend). You should be aware that when your Fixed-term Appointment at MOD comes to an end, arrangements will be made in line with the FTA policy.
If you are a permanent MoD civil servant and are found successful for an advertised Fixed-term Appointment (FTA) you should move into the post under a Temporary Transfer (for up to a maximum of 23 months). At the end of the posting you will return to your previous MoD Business area. If this posting is at a higher grade, your promotion will be temporary, and you will return to your substantive grade at the end of the Temporary Transfer. Person specification
This role offers a unique opportunity to work on a range of fascinating and complex delivery and policy challenges relating to current and recent military operations, historic investigations and compensation claims involving the Ministry of Defence (MOD). This work has a high profile with our Ministers and - given our obligations to the Courts, to fair and open justice and to our own personnel – is vital to work of the MOD as a whole.
- Contribute to the implementation and roll out of the new eDisclosure platform,
- Working alongside information management specialists;
- Proactively lead, manage and deliver training for staff and key stakeholders on the use of the platform including mentoring where necessary;
- Be centrally involved in the relationship management of key stakeholders and the strategic case management of individual cases, including attending meetings with GLD, counsel, stakeholders where deemed necessary;
- Play a central role in the disclosure process by creating policies, processes, practices and procedures for colleagues to follow in respect to the eDisclosure platform usage, ensuring compliance with MOD overarching policy;
- Support the application of complex workflows to deliver litigation related outcomes;
- Support capability building and knowledge sharing in the eDisclosure platform, Relativity.
