The Lower Thames Crossing (LTC) is the largest improvement project in the enhancements portfolio and is key to the Government’s growth agenda. At the Autumn Budget 2025, the Chancellor confirmed that the project will proceed on the basis of a Regulated Asset Base (RAB) structure - a private sector entity will build and finance the Crossing with charges levied on users being subject to economic regulation.

We are currently recruiting for two Economic Advisors. These roles are well-suited to individuals with experience supporting project and policy delivery through major investment decisions or legislative and regulatory change. We are looking for candidates with strong expertise in the Business Case or Better Regulation frameworks, as well as appraisal and Option and Impact Assessment methodologies. The exact portfolio of each Economic advisor is open for discussion and can be tailored to individual interests.

Job description

The postholders will work closely with the Lower Thames Crossing Sponsorship policy team, CofE teams across the Dept, the Transport modelling and appraisal team in the Dept, the National Highways project team and technical consultants. This will include colleagues at senior levels including the Chief Analyst.

You will be embedded in a multi-disciplinary team, REME, (Roads Economics, Modelling and Evaluation), and work closely with economists, transport modellers and economic consultants. REME is a friendly and inclusive team, with a strong focus on learning and sharing expertise. We use our multi-disciplinary expertise across economics, social research and transport modelling to provide creative and innovative analytical insights and assurance in policy making - helping make travelling on roads smoother, safer and cleaner – now and for the future. The team aims to ensure that relevant, robust and trusted evidence is at the centre of policy making, lessons are learnt through analysis, and that investment decisions provide value for money.

Key duties and responsibilities include:

  • Providing leadership in the development and delivery of the appraisal for the Lower Thames Crossing project as it progresses through the Outline and Final Business Case stages - including line-managing a junior economist, supporting their professional development, maintaining a robust analytical plan, and allocating work effectively.
  • Providing leadership to the legislative and/or regulatory policy work required under the potential scheme delivery options including leading of the required impact assessments.
  • Building a close working relationship with technical advisors, while driving performance and providing critical challenge to maximise assurance.
  • Applying DfT’s established Transport Analysis Guidance (TAG) and HM Treasury’s Green Book in novel contexts to provide clear Value for Money advice on options, while engaging with those teams to identify limitations in current Green Book and TAG guidance - along with challenges raised by the RAB model - and contribute to shaping how this guidance should evolve.
  • Understanding and scrutinising outputs from sophisticated modelling tools, to ensure decisions are taken with the best possible evidence, and a clear understanding of analytical assurance.
  • Communicating complex issues to a variety of technical and non-technical audience.
  • Working collaboratively with the policy and sponsorship team to shape economic analysis and influence wider workstreams via inputting relevant economic theory and developing updated evidence through research and evidence gathering.
  • Working collaboratively across organisational boundaries, including with external consultants, OGDs such as His Majesty’s Treasury and LTC analysts to support joint analysis and ensure timely delivery of high-quality outputs.

Person specification

This role is suitable for an economist who is ready for a challenging, project/policy-facing role. You will need to be confident working with and influencing a range of stakeholders, familiar with Green book or the Better Regulation Framework and finding pragmatic and innovative solutions to emerging challenges.

You will need to demonstrate the following experience:

  • Experience applying Green Book or the Better Regulation Framework to support investment/policy decisions or legislative/regulatory changes.
  • Working closely with policy/project/central analytical teams across organisations to identify what evidence is needed, plus designing and delivering analysis to meet policy/departmental needs and to uphold standards.
  • Experience of communicating complex data and ideas clearly and tactfully to a range of technical and non-technical audiences in an authoritative, informative and engaging manner.

Working hours, office attendance and travel requirements

If based in either the Birmingham or Leeds offices, occasional travel to London will be required.

Full time roles consist of 37 hours per week.

Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work 30 hours per week. We can accommodate part time through job share.

This role is suitable for hybrid working, and therefore a combination of workplace and home-based working can be accommodated subject to business requirements. Hybrid working is a non-contractual arrangement where employees have the flexibility to work remotely combined with a minimum of 60% of their working time a month at either their principal workplace (one of the locations cited in the advert) or, when required for business reasons, visiting stakeholders and colleagues, or carrying out detached duty in another DfT workplace. There may be occasions where you are required to attend above the minimum expectation.
