Based in Finance Directorate, the team aligns with the Government Risk Profession and the wider Government Finance Function.As a core member of the team, you will provide expert advice and practical guidance on risk management; collate risk information from across the Department for presentation to Risk Sub-Committee, Audit & Risk Assurance Committee and other relevant governance forums; understand the risk landscape of the Department’s portfolios and Arm’s Length Bodies (ALBs), through supporting the team’s Risk Business Partner relationships; and work with Digital colleagues to enhance the Department’s risk management information IT system (‘RMIS’).
Job description
The successful candidate will:
- Work with the Senior Enterprise Risk Managers, in their roles as Risk Business Partners for the Department’s portfolios and ALBs. You will Provide support to the team regarding engagement with key internal stakeholders, including Portfolio Management Office teams.
- Contribute to the risk reporting information for Risk Sub-Committee and Audit & Risk Assurance Committee meetings and other forums as required - this may include input into Department-level reporting, such as the Annual Report & Accounts and Annual Governance Statement.
- Provide support to the team as regards the ongoing development and the roll-out of risk learning materials. That role may include delivering/co-delivering risk presentations to teams in response to requests or Enterprise Risk team initiatives, participating in risk workshops and/or include the drafting of ‘Risk Management Toolkit’ papers, which provide practical guidance to teams on key risk topics.
- Lead on engagement with the Department’s RMIS, including where applicable with the RMIS implementation, development and maintenance teams, ensuring delivered services meet the Department’s risk requirements and user needs.
- Lead on the monitoring and reporting of Government Internal Audit Agency "GIAA" audit Actions, ensuring Action owners address their outstanding Actions by the specified due date and providing regular information on overdue Actions. The role will include the maintenance of a constructive relationship with the applicable GIAA contacts.
- Lead on engagement with the ‘National Audit Office "NAO" and Public Accounts Committee "PAC" as necessary, with regard to assurance Actions.
Person specification
You will demonstrate:
- Technical Experience: Previous experience in a risk management role. A professional risk qualification is expected, or you will be willing to commit to work towards one.
- Communicating and Influencing: A high standard of verbal and written communication skills and a solid numerical ability, with strong attention to detail and a desire for clarity. You will be equally comfortable talking to senior officials and a range of stakeholders both inside and outside of Government, such as ALBs and auditors. You will be able to tailor your style for different audiences.
- Working Together: A collaborative team player who builds positive working relationships across the Department and wider government, willing to help out colleagues and other teams at times of pressure. Comfortable working in a virtual team environment.
- Changing and Improving: A track record of identifying and delivering opportunities for improvement and with a commitment to continuously strengthen the Department’s risk capability and maturity.
- Managing Multiple Priorities: Excellent organisational skills to allow you to exercise sound judgement and to manage multiple workstreams concurrently and often at pace.
- Digital & Data Strengths: Previous experience of working with risk management information IT systems (or comparable) and an interest in using digital tools and data to improve risk insight and analysis. A strong working knowledge of Microsoft Office, MS Excel, MS PowerPoint, MS Teams and SharePoint. Familiarity with Power BI would be desirable.
