Job description
The Matrix Programme is a transformation initiative involving 7 Departments (listed at end). It is a unique cross-government collaboration that will unlock simpler, better, and more joined up working by bringing together the systems, processes, and ways of working for key government functions such as HR, Finance or Procurement, commonly known as Shared Services.
The Programme is part of the Shared Services Team within DSIT, a fantastic team passionate about improving the existing shared services experience for DSIT and its partners, whilst working to deliver the strategic objectives of the Government Shared Services Strategy, which are:
- Better experience for all users - intuitive systems that are easy to use and mobile-enabled.
- Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.
- Standardised processes and data - support interoperability, making it easier to understand and compare corporate data.
Over the coming months we’ll be preparing to roll out Neo, our powerful new HR and Finance technology and service for the Matrix cluster - driving a more modern, digital government. Neo is a cloud-based system, powered by Workday that will replace legacy HR and finance technology and offline processes. Designed to streamline administrative activities and promote intuitive self-service, Neo is enabling time back to focus on what we value the most – serving the public. Moreover, Neo’s adoption means we are harnessing the power of shared technology at scale. This unified way of working delivers better, more accurate data - eliminating errors, creating one trusted source of truth and accurate reporting. Neo is more than just a new system; it’s enabling us to be data-led, to work smarter, respond faster and deliver services that truly meet the needs of the public.
The Departments forming the Matrix Programme include: Cabinet Office (CO), Department for Science Innovation and Technology (DSIT), Department for Culture Media and Sport (DCMS), Department for Business Trade (DBT), Department of Energy Security and Net Zero (DESNZ), Department for Education (DfE), and His Majesty's Treasury (HMT).

Short Summary:
The Equalities Compliance Lead will provide strategic oversight and coordination of all equality, diversity and inclusion (EDI) activity across the Matrix Programme.
The role will ensure our legal obligations under the Public Sector Equality Duty (PSED) continue to be met through the lifetime of the Programme, ensuring equality considerations are fully embedded into programme planning, governance, delivery and decision-making. The postholder will strengthen accountability, improve visibility of equality risks, and support ongoing identification of impacts on protected groups. The postholder will act as the central point of contact for equality matters across the Programme and departments, ensuring a consistent and proactive approach to EDI.
Key responsibilities include but not limited to:
- We are looking for someone to lead the next stage of the Programme’s assessment of and proactive management of equality and diversity impacts, in line with our obligations under the Equality Act 2010 and PSED.
- You are the subject matter expert, providing advice and guidance to programme leadership and delivery teams on Equality Impact Assessments and inclusive design.
- You will lead the refresh and update of the Programme’s PSED analysis for future phases and business case submissions.
- In this role, you will coordinate equality activity across the programme, ensuring activities are clearly integrated into the Programme Plan and are reported through governance forums with clear escalation routes.
- You will monitor interdependencies and track progress against existing commitments from previous PSED assessments.
- You will collaborate with the Service Team and our accessibility specialist to ensure any impacts for users with disabilities or those using assistive technologies are addressed in good time.
- You will build strong and meaningful partnerships with staff networks and department change champions to ensure effective engagement takes place.
- You will engage with departmental stakeholders, HR and D&I leads, and suppliers to promote alignment and share best practice.
- In this role, you will help build capability across the programme by developing resources and supporting colleagues to embed equality and inclusion in their work.
Essential Criteria
- We are looking for someone with in‑depth knowledge of the Equality Act 2010 and the Public Sector Equality Duty (PSED), and the ability to interpret and apply these requirements in a programme delivery context.
- You will bring proven experience in leading or coordinating equality, diversity and inclusion initiatives within a large organisation or complex programme environment.
- You will have direct experience conducting Equality Impact Assessments or preparing PSED documentation, with a solid understanding of how these shape programme decisions and outcomes.
- We are looking for someone with strong stakeholder engagement and influencing skills, who is able to build positive, effective relationships across multidisciplinary teams and organisational boundaries.
- We are looking for someone who can educate and support others in applying equality considerations, including developing guidance and materials.
- You will be comfortable navigating complex relationships, for example working closely with staff networks from an HR or EDI perspective.
- You will understand programme management processes and be able to integrate equality activities into delivery plans, governance structures and decision‑making.
- You will have experience monitoring and tracking equality activities through formal governance structures, including escalation and reporting mechanisms.
- You will bring strong analytical and reporting skills, using data to inform decisions, assess impact and track progress over time.
Desirable Criteria
- Relevant professional qualifications or training in Equality, Diversity & Inclusion or programme/project management.
- Awareness of accessibility considerations within a digital and technology environments, with an understanding of accessibility standards (e.g. WCAG 2.2 AA).

Office attendance
