
Facilities Contract and Lifecycle Project Manager
Job summary
These posts sit within the EFM team, and the post holders will manage a member of the team and will work collaboratively with the wider EFM service to ensure a one team approach for customers. The post holders will report to the Senior Facilities Management Contract and Lifecycle Project Manager.
The post holders will primarily be responsible for the day-to-day operation and management of the maintenance and furniture contracts, ensuring all our health and safety and statutory compliance obligations are fully met, and managing lifecycle projects on the Senedd estate. The role also supports the management of the catering and cleaning contracts and contributes to overseeing and managing the annual £8M EFM budget and additional funding allocated for lifecycle projects.
In addition to this, the post holder will play an integral role in the development and implementation of our “Future of the Estate” strategy alongside the implementation of the recommendations from the Ways of Working programme and supporting EFM physical works projects for Senedd Reform.
Job description
Key tasks:
FM Contract Management
- Close liaison with FM and furniture contractors and sub-contractors to ensure high standards of performance and customer care.
- Oversee the ordering of maintenance and repairs as required and in line with the contract and agreed procedures to ensure value for money and effective maintenance and operation of the buildings.
- Monthly contract performance reviews including auditing of services in line with agreed KPIs and NEC4 processes.
- Close liaison and coordination with the EFM service team to ensure integration of contract and service management functions.
- Devising and implementing a programme of customer, service and contract management improvement initiatives.
- Ensure all contracts are compliant and managed in accordance with best practice.
- Maintain and update the FMR, including costs to ensure data is up to date and can identify and support areas for investment.
- Keep estate data up to date and easily available to those who require access, this will include, but is not limited to, floor plans, SOPs, operational information (heating, cooling) etc.
- Draft business cases as required to support the work of the service.
- Work closely with the Security team and H&S to ensure the security and safety of the estate.
Lifecycle and Small Works Projects
- Management of lifecycle and small works projects to improve and enhance the estate
- Manage projects through their full lifecycle from concept to delivery and handover to ensure requirements are fully met.
- Manage project risks.
- Draft business cases and papers as required for project work.
- Draft communications as appropriate for each project.
- Work closely with our maintenance provider’s project manager to undertake project tenders, in line with procurement rules and best practice, and ensure value for money.
General Management
- Contribute to the management of the team to include effective line and performance management and training and development of the team.
- Manage own workload and that of the team to ensure effective delivery and prioritisation of activities and services.
- Actively contribute as a member of the EFM management team and ensure corporate and service priorities and objectives are cascaded effectively to the team.
Health and Safety
- Responsibility for risk assessments throughout the building to ensure compliance with H&S and fire regulations.
- Responsibility for development and implementation of the fire evacuation plan and bomb evacuation procedures for the bay Estate, including arranging fire tests and drills.

Person specification
Job Specific criteria:
- Experience of delivering facilities management services.
- Experience of managing contracted services.
- Experience of managing projects from conception to delivery and handover.
- Excellent interpersonal and communication skills and the ability to interact with customers, staff and contractors at all levels to maintain and enhance stakeholder’s perceptions.
