Job summary
To deliver a comprehensive Finance function to include, Finance Business Partnering, Financial Control, Strategic Finance and Transactional Services to support operational delivery of the Agency. To advise management across the business, up to Board level, on all aspects of day-to-day financial and management accounting within the NCA.Job description
The post holder will manage a team within Finance Business Partnering, Financial Control or Strategic Finance area, supporting the business through policy development, planning, performance, service delivery and governance.
The post holder will be key in providing support to senior management in the delivery of an effective and efficient departmental service. You will provide key management reporting and information for the business area to support decision making and achieve business objectives.
Financial Control set the control environment for the Agency are responsible for producing the Annual Report and Accounts, and managing the external audit process.
Duties and Responsibilities
Provide effective and timely financial and management reports, in line with business requirements and both statutory and regulatory duties, including supporting documentation to audit standard, ensuring that NCA complies with general accounting standards and NCA’s corporate governance requirements - Helping budget holders to develop budget and savings proposals to inform negotiations on future budget delegations.
Ensure budget holders are clear on their delegated budgets and savings targets, working proactively with the business to ensure accurate budget forecasts are received and accurately reflected on the finance system.
Champion financial awareness and financial management across the business area - Manage the design, development, planning and delivery of training products to meet learning requirements (as required).
Manage projects, resources, programmes, planning activity or campaigns - Ensure work is completed within agreed timescales/budgets and quality standards, in line with NCA policy, providing high quality financial advice to business areas and the Finance Senior Leadership Team.
Manage the quality, secure handling and dissemination of data/information - Including developing policy, reports and procedures and management of data systems across business areas
Develop and build internal and external partners - Working collaboratively to foster good relations.
Contribute to the long term financial planning and strategy of the Agency - Contribute to short and medium term financial planning.
Work with government departments and attend working groups, government committees/meetings (as required) - Cross government working to ensure alignment with partners across government.
Manage issues relating to the performance and conduct of officers in line with the NCA values - Manage, coach and develop staff.
Person specification
Skills, Knowledge and Experience
Ability to provide first line management in a financial environment - Post holder will manage the finances of a particular business area, or service delivery function.
Good technical knowledge of accounting processes, policies, statutory requirements and internal controls - To ensure financial management is implemented within appropriate controls and with adherence to accountancy standards in financial accounts.
Strong customer service and stakeholder management skills - The role will require engagements across a wide range of internal and external stakeholders.
Strong analytical and reasoning skills, and ability to develop financial models - To ensure data can be accurately analysed on which decisions will be made against.
Knowledge of government accounting guidance, such as Managing Public Money, is preferred, but not essential - To ensure the appropriate financial processes are followed that align to government accounting principles.
Qualifications
Part-qualified or hold a full professional CCAB accountancy qualification: ACCA, CIPFA, ICAEW, ICAI or ICAS, or CIMA.Any applications from candidates not meeting this eligibility criteria will not progress.
