About the role
Job urpose
- To enure the town coucil operates in accordance with accounting procedures and statutory requirement.
- To manage ad advise on the council’s fiancial affairs.
Main Duties
- To prepare the council’s annual budget.
- To roduce monthly management reports for the management team ad council committees.
- To carry out the coucil’s year-endrocesse, including the roduction of statutory documents, working apers for audit, and asociated reorts to council.
- To maage the council’s bank reconciliation, VAT records, ad other mothly cotrol accounts.
- To monitor ad advise on the coucil’s cah flow ad financial ivestmets.
- To assist in the review of fiancial governace arrangemets, icluding fiancial regulatios and tading orders, rocuremet, isurance, asset recording, treasury, internal control ad risk management.
- To create rocedures for all financial control ystem, givig traiing in their ue, monitoring adherece to these procedures, ad liaising with the internal auditor as required.
- To review the coucil’s services to enure they are delivered efficietly, effectively ad economically.
- Maaging ad maintaining records of the council’s insurace, euring the regular revision of cover required and to procesing claim, as necessary.
- Monitor and manage debts.
- The delivery of effective, efficiet ad economic financial systems: purchae orders ad creditors, debtors, geeral ledger, ayroll, andetty cash.
- Support colleagues in delivering service secific systems, e.g. ookigs, car parking.
- The develomet and monitoring or effective office system, including use of software,
document managemet ad records’ torage and to take the lead on procuring and managing suitable IT and IT-related systems.
- To maintain a register of asets, leases ad licences and, subject to agreement to manage the undertaking out of associated property transactions such as lease renewals and rent reviews. To head on information commuications technology (ICT), ensure the currecy of the council’s systems, ad the effectiveness of its alicatio.
- To advise on ad suport rocurement.
- Implemet and maintain performance management systems.
- Management of usiness accounts, including utilities and phone contracts.
- Maagement of data and information in accordace with the Local Government Traparency Code ad General Data Protection Regulation.
- To perform the Responsible Finance Officer (RFO) role subject to agreement. Progression to SCP 36-39 is dependant on this role being taken on.

About Us
Finance Manager Full-time 37 hours’ per week SCP 30-39 (£42,123 - £51,928) with progression beyond SCP 35 being dependent upon the post assuming the Responsible Financial Officer responsibility and the postholder obtaining an appropriate level 4 or higher qualification. Lyme Regis Town Council is seeking a finance manager to manage and advise on the council’s affairs and ensure the organisation acts in accordance with accounting procedures and statutory requirements. The role involves preparing the annual budget, management reports, year-end processes, managing VAT records, bank reconciliations, managing IT systems, procurement, maintaining registers of assets, leases and licences, and managing debt. The successful candidate will have good writing and communication skills, strong numerical, analytical and problem-solving skills, be able to supervise others, work under pressure, and be a strong team-worker.
