We are seeking a Financial Operations Lead to join the Maritime and Coastguard Agency (MCA) who are an Executive Agency of the Department for Transport, providing multiple statutory functions as flag, port and coastal State and delivering international obligations for search and rescue, environmental protection and responding to major maritime incidents.
The Finance function is a key enabler for the Agency to ensure we can deliver against this remit, managing an annual budget of c. £572m. As part of the Directorate of Corporate Services, you will manage and support the delivery of the Purchase 2 Pay (P2P), Order 2 Cash (O2C) and General Ledger (GL) functions. You will be a subject matter expert for Unity Shared Services and Debt Management.

Job description
As the Financial Operations Lead, you will lead the delivery of financial transactions across the Agency, ensuring that financial transactional processes are effective, a robust financial control environment is maintained, and value for money is obtained.
You will build effective relationships with local finance contacts and operational areas, develop an understanding of the business and have a key role to play in supporting the delivery of a range of initiatives that support the organisation in delivering its objectives. You will support business units and other finance colleagues to ensure Financial Operations can effectively underpin informed decision making and problem solving.
You will be the debt management lead for the Agency and, reporting to the Head of Financial Transactions and the Assistant Director Financial Controls, be responsible for Debt Management in accordance with the Government Functional Standard.
You will provide effective and inspiring leadership to the Financial Transactions team, fostering a high performing culture through continuous improvement and act as a liaison between MCA and Shared Service provider.
Your responsibilities will include, but aren’t limited to
- Manage the Financial Transactions teams, in delivery of P2P, O2C and GL functions and carry out effective monitoring of transactional processes.
- Manage the Agency’s debt position to minimise losses, advising on debt related decisions and leading on debt management reporting.
- Use Data Analytics to identify trends, risks and opportunities for improvement in debt management and implement robust governance and assurance mechanisms to monitor performance and compliance.
- Continuously improve and transform financial systems, processes and data, in a way that meets stakeholder needs, including supporting the delivery of the ‘Unity Shared Services’ ERP replacement programme.
- Working closely with Financial Control colleagues, liaise with external audit to ensure progression of the Annual Report and Accounts for Parliament.
- Effective leadership skills, with the ability to motivate and develop the Financial Transactions teams, promoting consistent excellence in the team’s output
- Effective communication skills to explain financial processes in a clear manner to agency stakeholders
- Analytical and problem-solving skills to work with others to understand the root causes of needs or problems to devise effective solutions and outcomes with clearly outlined associated risk

Person specification
Essential qualifications:
- Hold or studying towards a professional qualification under AAT/CCAB/CIMA. Willingness to complete professional qualification in one to three years.
Required experience:
To be successful in this role you will need to have the following experience:
- Practical experience as a finance professional user of ERP/Accounting Systems
- Detailed knowledge of Debt Management
- Strong understanding of corporate governance frameworks, risk and audit processes
- Knowledge of using Microsoft Excel is essential, including but not limited to the use of LOOKUP, SUMIF, IF, text manipulation & pivot table functions
- Experience of using other Microsoft office products including Word, Power BI, TEAMS and PowerPoint
- Proven experience of leading or managing a team
- Able to work with minimal supervision, deliver to deadline; manage/work on concurrent tasks with good interpersonal and organisational skills and proven ability to plan and manage competing priorities
- Proactive approach to solving problems and issues, providing quality outcomes
- Evidence of providing excellent Customer Service with a professional approach
Additional Information
Working hours, office attendance and travel requirements
Full time roles consist of 37 hours per week.
Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work at least 30 hours per week.
This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.
The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.
Occasional travel to other offices will be required, which may involve overnight stays.
