The Strategy Hub sits at the heart of HM Land Registry’s Customer and Strategy Group, ensuring HMLR is led by and delivers Strategy 2025+. Through developing and maintaining the strategy, connecting strategic insight, external partnerships and delivery activity, the team helps the organisation shape and respond to major changes in the property system.

As Head of Strategic Partnerships, you will lead the delivery of HMLR’s strategic external partnership programme, translating strategic partnership and property system reform priorities into practical plans and outcomes. You will provide leadership across complex, high-profile collaborative delivery work involving government, industry and internal stakeholders.

You will be responsible for ensuring HMLR’s external partnership activity is strategically aligned, well governed and focused on measurable impact. This includes managing internal and external relationships, balancing priorities and trade-offs, overseeing delivery roadmaps and performance, and providing clear advice to senior leaders on HMLR’s involvement in external partnerships. Acting as the bridge between strategy and implementation, you will ensure external partnership collaborations directly support HMLR’s current Strategy and wider government priorities.

A key current priority for the role is leading delivery planning, governance, risk management, reporting and coordination for HMLR’s contribution to the Digital Property Market Steering Group (DPMSG) and related property system reform activity.


Job description

As Head of Strategic Partnerships, you will lead a small team working with stakeholders across HM Land Registry (HMLR), government and industry to manage and deliver through key strategic relationships and partnerships that support HMLR’s critical strategic objectives and drive positive transformation across the property system.

A key focus of the role will be acting as Senior Responsible Owner for the Digital Property Market Steering Group (DPMSG), working closely with policy colleagues in the Ministry of Housing, Communities and Local Government (MHCLG) to ensure delivery of the Group’s published strategic commitments.

You will provide leadership across a complex network of stakeholders, ensuring partnership activity is effectively planned, governed, delivered and reported. Working with government, industry and internal partners, you will help shape and deliver programmes of work that support property system reform and wider government priorities.

You will:

  • Lead delivery of HM Land Registry's contribution to the Digital Property Market Steering Group (DPMSG), ensuring activity is effectively planned, governed, delivered and reported.
  • Develop and maintain integrated delivery plans, overseeing milestones, dependencies, risks, decisions and outputs aligned to HMLR, MHCLG and wider government priorities.
  • Provide senior leadership across the DPMSG network, aligning priorities, managing dependencies and supporting collaborative delivery across government and industry partners.
  • Build and manage strategic relationships with DPMSG members and external stakeholders, acting as a trusted adviser on digital property policy and reform activity.
  • Support the DPMSG Chair and work closely with MHCLG colleagues to deliver published commitments and drive property system reform.
  • Coordinate contributions across HMLR teams and external partners, ensuring responsibilities, commitments and dependencies are understood and effectively managed.
  • Lead the planning and delivery of partnership initiatives, including workshops, delivery boards, working groups, pilots and other collaborative activities.
  • Provide clear reporting, advice and recommendations to senior leaders and governance groups, using insight to inform decisions and escalate strategic issues where required.
  • Contribute to the Strategy Hub Senior Leadership Team, strengthening links between strategic partnerships, HMLR colleagues, senior stakeholders and the HMLR Board.
  • Line manage and develop a small team, supporting performance, capability, wellbeing and the delivery of business plan objectives.
This role offers an opportunity to work at the centre of strategic partnership delivery, influencing property system reform through collaboration with senior leaders across government, industry and HM Land Registry.

Person specification

To be successful in this role, you will have the following Technical Skills and Qualifications:

  • Experience of leading delivery of complex programmes, projects or portfolios involving multiple stakeholders or organisations, with the ability to establish governance, develop plans and oversee delivery, manage risks and dependencies, benefits monitoring and ensure agreed outcomes are achieved.
  • Ability to interpret complex external, political, policy and stakeholder intelligence, draw strategic conclusions, and translate these into clear advice, options and recommendations for senior decision-makers.

You will also have:

  • A strong track record of managing high-profile external partnerships, programmes or stakeholder networks involving senior internal and external stakeholders, with evidence of securing commitment, aligning priorities and delivering agreed outcomes.
  • Experience of operating confidently with senior leaders, including Directors, Board members or equivalent external senior stakeholders, providing clear advice, recommendations and challenge to support strategic decision-making.
  • Experience of leading and developing teams to deliver complex projects or programmes, including setting direction and plans, managing performance and delivering through both direct line management and matrix leadership
  • Ability to turn strategic objectives and work with others to turn them into practical delivery activity, milestones, products and outcomes.
  • Strong judgement and ability to take ownership of complex issues, managing risk and trade-offs, escalating where appropriate
  • Flexible and able to work at pace, sometimes to tight deadlines or under pressure, and to adapt to changing priorities.
  • Ability to communicate complex policy, stakeholder and delivery issues clearly and succinctly for senior and non-specialist audiences.

Due to the nature of the role regular travel to other HM Land Registry offices will be required, including some overnight stays.
