We are seeking an experienced and ambitious Investment Delivery Manager to lead the development, governance and delivery of Greater Lincolnshire's transport investment portfolio. This is a unique opportunity to play a pivotal role in establishing a new and evolving transport function, shaping how major transport schemes are delivered across the region and ensuring investment translates into real benefits for communities, connectivity and economic growth.
Reporting to the Head of Transport, you will be the strategic lead for transport investment delivery, overseeing a multi-million-pound portfolio of transport programmes and projects. You will be responsible for ensuring robust governance, programme management, commercial oversight and delivery assurance arrangements are in place to support successful investment outcomes across Greater Lincolnshire.
Acting as the Authority's senior client representative for transport capital investment, you will work across a complex partnership environment involving constituent local authorities, government departments, delivery partners, consultants, contractors and funding bodies. You will lead the development and implementation of the Local Transport Delivery Plan, establish effective delivery models and provide strategic advice to senior officers, elected members and key stakeholders.
This is a high-profile leadership role with responsibility for building and leading the Investment Delivery Team, developing consistent programme and project management standards, and ensuring that transport investment delivers agreed economic, transport and place-based outcomes across the region.
What We’re Looking For
You will be a strategic and delivery-focused leader with significant experience operating at a senior level, ideally within a public sector or local government environment. You will bring:
- Proven experience managing major capital investment programmes and portfolios.
- Experience of commissioning, managing and influencing external delivery partners and contractors.
- Strong programme, project, commercial and contract management expertise.
- Experience of managing significant public-sector investment funding.
- A strong track record of partnership working, negotiation and influencing at senior levels.
- The ability to operate confidently within a complex political and stakeholder environment.
- Excellent strategic thinking, problem-solving and decision-making capabilities.
- Strong communication skills, with the ability to present complex information to senior leaders, members and external partners.
- Experience of developing governance, assurance and performance management frameworks.
- The credibility and leadership skills to represent the organisation with government departments, funding bodies and regional partners.
A degree-level qualification in a relevant subject area or equivalent experience is essential. Relevant professional qualifications and membership of a professional body are desirable.

Location and travel

Salary range
