Job description

Manchester Digital Campus

The Manchester Digital Campus (MDC) is part of the Government’s Major Projects Portfolio (GMPP), and is an exciting transformation across multiple Government departments, with significant ministerial, public, industrial and media interest.

A central Manchester brownfield development site will become the vibrant workplace for well over 8,000 people (including ministers) from the digitally focused departments. The new, bespoke buildings will be designed to support the transformation objectives, collaborative working across government and with industry, academia and the community. MDC will strengthen HMG’s skills, innovation and enable multi-department careers, whilst learning from and contributing to the exciting digital/AI sector in Manchester and the North West. It will directly support economic growth, skills, Civil Service reform (PAS) and the UN Sustainable Development Goals. It is an exciting vision!

MDC is overseen by its policy sponsors (including Places for Growth and Government Digital/Data – in Cabinet Office and DSIT), together with the Departmental Partners transforming to use the new site. Having completed our Outline Business Case approval, and approaching our RIBA3 milestone (design complete), we are expanding the dedicated MDC team to match the growing workload. The MDC team is multi-disciplinary, matrix-managed from the GPA Directorates, and wider Government, but all dedicated to and passionate about our amazing programme. MDC is GPA’s biggest delivery programme yet.

Specific security requirements have been set for MDC, and will be discussed with you during the recruitment process. SC is the minimum vetting requirement to start in MDC posts. MDC may subsequently offer the opportunity to sponsor your DV application in specific roles.

The MDC team are all expected to have a significant presence in Manchester (averaging at least 2-days a week). Regular travel is expected to attend GPA offices, and partner locations, especially London and occasionally Birmingham. The role involves hybrid working with an expectation of office/meeting attendance on three days a week or more as the project demands.

All MDC roles are being offered on a choice of permanent or initial 2 year loan basis to allow you to retain an initial link with your home department if preferable. The programme completes in 2032.

To lead and deliver property asset management planning, driving a cohesive, long-term strategy to facilitate the delivery of the Manchester Digital Campus and supporting Manchester Portfolio Plan with responsibility for the MDC CIO Transition into Service line. The role ensures consistent performance, maximum value, and compliance across the Manchester portfolio.

As part of the leadership team the successful candidate will help create the culture for everyone to thrive; it's a matrixed, multi-disciplinary team. The MDC ways of working have been set out as:

Key Responsibilities

Lead the development and implementation of Asset Management Plans and Charging Policy securing both capital and income through delivery of the charging model aligning with both MDC’s and GPA's mission and objectives.
Provide strategic financial oversight of the Manchester portfolio (income and expenditure).
Lead MDC matrix working with key stakeholders working closely with Policy, Finance, Interoperability and Transformation to ensure the delivery of an effective MDC charging model.
Reporting to the MDC Programme Board act as CIO Transition into Service lead supporting the MDC PMO and development of the FBC.
Drafting and agreeing charging models and securing Lease commitments by building and maintaining communications amongst clients.
Oversight and management of the GPA's Managed Service Provider (MSP) to ensure effective delivery of the MDC Programme and supporting Manchester Portfolio Plan.
Ensure Head Lease compliance to mitigate risk and reduce cost, including dilapidations and Licences to Assign and Alter.
Support the production and implementation of the Manchester Portfolio Plan advising upon changes to the properties held, referencing lease events, running costs, and projected demand.
Manage and mitigate Manchester portfolio risks (e.g., void space)
Provide strategic direction to Transaction Management on all Manchester property events (acquisitions, disposals, lease strategy) to execute the Manchester Portfolio Plan and the delivery of the MDC programme.
Develop and maintain contact with advisors and monitor general market trends, charging models, space availability and occupier opportunities. Share research across the team.
Interpret data to create and maintain comprehensive workplace metrics incorporating key criteria such as total operating cost and headcount capacity to inform strategic planning including the MDC charging model and enable interoperability.

Extensive technical property knowledge and deep experience in strategic Property Asset Management (RICS qualified) to drive Value for Money (VFM) and deliver an integrated, portfolio strategy aligned with the Strategic Objectives of the MDC Programme, GPA and wider government estates strategy.

Strong analytical capability and experience

Expertise in strategic asset performance, portfolio planning, head lease compliance, and risk mitigation.

A knowledge of the commercial property market and the ability to constructively challenge advice and recommendations from advisors to deliver commercial benefits to both clients and the GPA.

Risk mitigation - have the commercial ability to identify and manage strategic risks both financial and reputational

The ability to scope and agree commercial property instructions and charging models with clients, bringing commercial awareness and experience to ensure that the scope of any commercial transaction is deliverable and needs clients and GPAs objectives.

Experience & Technical Skills

Essential criteria:

Experience in developing and implementing asset management strategies across an office estate.
Experience of strong analytical capability
Experience of working on a variety of Property transactions, including acquisitions, rent reviews, lease renewals and regears
Experience of strong stakeholder engagement capability
Experience in developing and managing a team
