Job description
Based in the Vehicle Certification Agency’s Bristol Headquarters, you will be an integral part of our International Operations directorate, ensuring effective delivery and transparent leadership. Managing staff, contractors and supporting regional partners and our offices in the UK and overseas; you will uphold our global policies to achieve a quality service and strong customer satisfaction.
With a coherent technical background and significant experience of delivering services within a heavily regulated industry setting or settings, your skills will enable a smooth and exemplary running of our operational activities. An approachable manner and effective communication, both written and verbal, is essential for this role, working closely with a diverse range of people, internal and external to the VCA.

Your main duties will include but will not be limited to:
- Leadership - Leading the Bristol operation with enthusiasm, integrity, and decisiveness the post holder will deliver a high quality, efficient service that meets Departmental and Manufacturers expectations.
- Financial Planning - Supporting the Chief Operating Officer with financial planning with particular emphasis on financial reporting, budgetary planning, and forecasting.
- Management and resource planning - Resource planning and deployment aimed at maximizing efficiency and utilization whilst securing the necessary flexibility to support demand at peak periods.
- Continuous improvement - The post holder will champion continuous improvement within their operation to demonstrate it is delivering an efficient service by eliminating waste, improving quality and consistency and empowering staff to take ownership of problems.
- Quality - Leading the Bristol operation team to deliver services at the level expected from a world class type Approval Agency. Fully support the wider agency ISO 17020 accreditation process.
- Communications - Supervise the communications and exchanges of information between the Bristol office and wider VCA operations globally.

Person specification
- Strong technical background with significant experience in managing teams that deliver highly technical services within the automative industry.
- Be skilled in working in a customer-oriented environment.
- Have demonstrable project management skills.
- Possess the ability to adapt to changing priorities and workload.
- A good working knowledge of all aspects of vehicle technology.
- Extensive experience and understanding of UK, EU, and UN vehicle legislation.
- Expert knowledge of type approval operations and processes.
- Experience of resource and budgetary management involving scheduling of staff, external and internal projects, equipment, facilities, materials, and travel.
- Strong communication and inter-personal skills with the ability to work effectively and collaboratively with colleagues and external parties.
- Strongly analytical, with well-developed problem-solving skills.
- Experience of contract management where services have been delivered through a contractual structure of prime and/or sub-contractors.
- Working experience of ISO 9001 standards, with ISO 17020, ISO 17025 and ISO 9001.
- Proficient in Microsoft platform including outlook, word, excel and powerpoint.
- Be a holder of a UK driving licence.
Additional Information
This role is suitable for hybrid working, and therefore a combination of workplace and home-based working can be accommodated subject to business requirements. Hybrid working is a non-contractual arrangement where employees have the flexibility to work remotely combined with a minimum of 60% of their working time a month at either their principal workplace (one of the locations cited in the advert) or, when required for business reasons, visiting stakeholders and colleagues, or carrying out detached duty in another VCA workplace. There may be occasions where you are required to attend above the minimum expectation.

Recruitment and Retention Allowance (RRA)
The successful candidate will be awarded a £5289.00 RRA. Movement between roles can affect whether you will continue to receive an RRA or not. If you are promoted or transfer to another post that does not attract an RRA, your RRA will be ended. RRAs will be reviewed on a regular basis by the VCA HR team to ensure that the RRA is still required. For example, as an RRA could relate to recruitment and retention difficulties, if these difficulties no longer exist or if they have worsened then there would be a need to ensure that the RRA in question reflected these changes in circumstances.

Qualification in an engineering or technical discipline equivalent to Bachelor's degree, including Honours and Foundation degree and Diplomas of Higher Education.NQF level 5 and 6, or equivalent experience.
