Job summary
This is a senior strategic leadership role with organisation wide impact. As our Head of Business Design and Analysis, you will lead how COPFS designs, improves and assures its services and processes. You will establish the professional standards and capability that underpin business design, service design and
analysis across the organisation, ensuring that change activity is coherent, user-centred and aligned to strategic intent. Operating in a complex justice environment, you will shape how services work end‑to‑end and how people, processes, technology and data come together to deliver effective public services. You will play a key role in shaping and embedding COPFS’s Target Operating Model, working closely with senior operational, digital and policy leaders to support priority transformation and service redesign.
This role offers a rare opportunity to influence enterprise-wide change, build and lead a new multidisciplinary team, and apply modern design and analytical approaches, including the appropriate use of data, management information and AI — to high-impact public service delivery.
Job description
Key Responsibilities
Strategic Leadership and Capability
- Acting as head of profession, setting clear standards, methods and assurance for service and process design
- Establish, lead and develop a multi-disciplinary business design and analysis team, building professional capability, resilience and future talent
- Promote consistent high quality design practices and a shared understanding of how services and processes should be designed and improved
Service and Operating Model Design
- Own and evolve the service and process hierarchy, providing organisation wide clarity on how services operate end to end
- Lead complex service and process redesign activity, embedding user centred and trauma informed approaches across priority services
- Translate strategic intent into clear, actionable business designs and high level requirements spanning people, process, data and technology
Transformation Delivery and Senior Partnership
- Partner with senior leaders across operational, digital, policy and corporate services to shape, prioritise and assure transformation activity
- Provide strategic design leadership to priority programmes, ensuring alignment with the Target Operating Model and wider transformation roadmap
- Influence decision making at senior levels, operating confidently across organisational and system boundaries
Governance and Assurance
- Establish proportionate design governance and assurance, enabling delivery at pace while managing risk and interdependencies
- Ensure architectural coherence across programmes and initiatives, supporting sustainable, joined up change
- Champion continuous improvement, learning from delivery and adapting approaches based on evidence and feedback

Person specification
EXPERIENCE – ESSENTIAL CRITERIA
- Senior level experience in business architecture, business analysis, service design or enterprise transformation roles
- Proven track record of designing and implementing operating models, business capabilities and end to end processes
- Ability to apply structured design and analysis methodologies (e..g BPMN, business architecture frameworks, Lean, Agile or similar)
- Strong analytical, systems thinking capability with experience diagnosing complex organisational problems
- Experience of user centred design, ideally in public service or similarly complex environments
- Evidence of translating strategic objectives into tangible designs, priorities and change initiatives
TECHNICAL – ESSENTIAL CRITERIA
- Practical understanding of how service design, business architecture and analysis contribute to effective digital and organisational transformation
- Ability to shape high level requirements that enable digital, data and technology teams to deliver effective solutions
- Awareness of how data, management information and emerging technologies (including AI) can be used responsibly to improve service design and decision making
DESIRABLE CRITERIA
- Professional certifications (e.g. BCS Business Architecture, TOGAF, IIBA CBAP, Lean / Six Sigma) are desirable but not essential.
