Shape the Future of Digital at ONS

The Office for National Statistics (ONS) is seeking a visionary Head of Digital Strategy and Evaluation to lead the development and implementation of a forward-thinking digital strategy across the ONS and measure the success of its initiatives. This role is pivotal in driving the digital agenda, enhancing digital services, and ensuring the ONS leverages technology to improve efficiency, transparency, service delivery and ensuring our services deliver real value for the public.

Do you have a proven track record of leading digital transformation working in a complex technical environment? Do you have proven experience in a senior strategy role, ideally within the public sector and digital environments? Do you have experience with Theory of Change and evaluation techniques? Then you could be the right person for this role.

About the Role:

This role will create a digital evaluation function that will assess the design, implementation and outcomes of a digital product or service and whether it delivers value for the public and ONS.

As Head of Digital Strategy, you will:

  • Lead the development and implementation of a forward-thinking digital strategy, championing the digital vision across ONS.
  • Establish a digital evaluation function to assess the design, implementation, and outcomes of digital products and services.
  • Collaborate with senior leaders, stakeholders, and external partners to foster engagement, innovation, and digital adoption.
  • Manage and mentor a team of digital professionals, nurturing a culture of continuous improvement and innovation.
  • Define and implement a framework for quality assurance and evaluation, reporting progress to senior management.
  • Oversee the digital strategy and evaluation budget, ensuring effective resource allocation and cost management.

  • Lead on delivery and implementation of the digital strategy, recognising and collaborating across multiple products, services and business and technical teams ensuring interdependencies and cross-cutting issues are managed
  • Lead stakeholder engagement with senior leaders, stakeholders, and external partners to drive engagement, buy-in, digital innovation and adoption - ensuring seamless digital integration.
  • Define a framework for quality assurance to establish and evaluate the success and effectiveness of digital initiatives and report on progress to senior management.
  • Manage and mentor a team of digital professionals, fostering a culture of continuous improvement and innovation.
  • Encourage a culture of innovation focused on adding value.

Security Clearance

For ONS the requirement for SC clearance is to have been present in the UK for 3 consecutive years immediately prior to applying and the department will consider eligibility by exception on a case-by-case basis. Stage 1 – Application

The assessment process at the application stage will be based on your work history, skills, experience, CV, and personal statement. It is important that your application is tailored to highlight the skills, knowledge, and experience relevant to the role.

A personal statement is required at application stage, it will state the maximum word count allowed (1250 words), which should not be exceeded. Where it is a requirement to make a personal statement, you should provide evidence for each essential skill criterion listed in the person specification. As these criteria are scored, it is advisable to give clear examples for each one, including the impact of your actions, ideally utilising the STAR technique (Situation, Task, Action, Result).

Please note that Success Profiles Behaviour examples are not required at this stage of the application process.

When a high volume of applications are received, the sift pass mark may be adjusted. Candidates will be invited to interview based on their merit order, with those achieving the highest scores being prioritised. Applicants who score below the adjusted pass mark but still pass will be placed on hold and may be invited to interview at a later date.

Stage 2 – Interview

If invited to interview, you will be assessed using techniques aligned with the Civil Service Success Profiles framework, covering all behaviours listed in the job advert and any required technical skills.

Interviews may be in person or via Microsoft Teams.

A presentation will be required at interview.

A reserve list may be held for a period up to 12 months from which further appointments may be made.
