Job summary

This is a Head of Service role which reports to the Director of Resources.

The postholder will be responsible for the strategic management, leadership and operational delivery of estates and facilities services for the Senedd and will be a member of the Leadership team.

This is an important, demanding and complex role with responsibility for a wide range of functions and a significant budget to support the running of the Senedd and for leading transformational projects ,as well as the Senedd’s Estate and Carbon Neutral strategies.

The role requires the application of specialist knowledge and expertise and a pragmatic approach to ensure the effective stewardship of the Senedd estate, compliance with statutory and safety requirements, environmental sustainability and adapting and evolving the estate for the 7th Senedd and beyond.

Job description

Key tasks:

  • Lead the strategic and operational management and continuous improvement of the estates and facilities functions for the Senedd to ensure effective asset management of the Cardiff Bay estate.
  • Provide effective leadership to EFM service managers and staff to ensure clear direction and consistent delivery.
  • Lead a complex and diverse range of in-house and contracted-out functions as an intelligent client including FM and maintenance, catering, cleaning, professional services and works and project management to ensure statutory compliance, best practice and the delivery of cost effective facilities services for all building occupants.
  • Lead, motivate and develop the team to provide outstanding operational and customer focussed services to all customers.
  • Ensuring effective management of the EFM forward work plan to secure investment and funding for lifecycle and asset projects.
  • Strategic leadership and delivery of the carbon, energy and environmental performance of the Senedd estate to meet the goals and targets of the 2030 Carbon Neutral Strategy.
  • Play a lead role in developing and delivering the Commission’s Bay 32 major project and an ‘insourcing’ review of future operational service delivery models.

Person specification

Job Specific criteria:

  1. Demonstrable senior experience of delivering and managing estates and facilities management services, including procurement and management of contractors.
  2. Proven experience of developing and delivering estate, workplace and sustainability strategies.
  3. Proven experience of building effective relationships with a wide range of stakeholders and producing authoritative specialist advice and briefing on estates and facilities issues.
  4. Demonstrable experience of leading and delivering strategic and complex estates projects.
  5. Senior qualification or substantial experience of estate and facilities management.
