Job summary

The Head of Finance AI and Transformation owns the development and implementation of the Finance, Performance, Risk and Assurance (FPRA) technology roadmap to drive digital maturity and accelerate the achievement of organisational digital goals. In this role, you will partner with senior FPRA and business leaders to create a technology strategy for FPRA that aligns with the organisation wide strategy and finance process requirements. You will also be the key translator of this strategy to relevant stakeholders.

As the Head of Finance AI & transformation, you will also own the development, implementation, evaluation and maintenance of FPRA-specific technologies, including cloud-based ERPs, automation tools and Artificial Intelligence /Machine Learning solutions. Additionally, you will monitor emerging technologies and industry trends to provide recommendations for future investment.

As a champion of financial technology solutions, you will provide guidance and training to business teams, ensuring adoption and proficient use of new finance technologies. You will also develop and mentor your team to foster a culture of innovation, collaboration and continuous learning.

Detailed job description and main responsibilities

  • Manage existing finance-specific technology and systems – Track and maintain proper functionality of existing financial systems and facilitate timely software updates to ensure compatibility with existing tools and applications.
  • Build and communicate finance’s long-term technology roadmap – Develop an iterative multiyear technology roadmap for the function, and test and communicate it with finance and business stakeholders.
  • Lead finance technology development and innovation – Pilot and capture end-user feedback on emerging finance technology tools and applications.
  • Optimise finance technology run costs – Manage cloud computing costs and maximize business value from technology investments.
  • Build a highly effective partnership with corporate IT – Partner with corporate IT to establish a RACI framework, defining consistent interaction points across the technology selection and implementation process.
  • Monitor the performance of finance IT and finance technology investments – Establish key management metrics for software delivery and support, setting quality goals and holding the team accountable to meet established KPIs.
  • Build self-sufficiency in end users to drive adoption of tools and solutions – Act as a subject matter expert and champion of technology solutions, providing guidance and training to multiple finance and business teams.
  • Ensure that financial technology systems comply with governance policies – Enforce data governance policies and procedures to ensure data accuracy, consistency and security within FPRA systems.

Person specification

Essential criteria

  • Significant experience in implementing emerging solutions, including AI, ML, data architecture and intelligence.
  • Has led end‑to‑end delivery and ongoing optimisation of enterprise finance platforms (e.g. Oracle Fusion ERP) in a complex, multi‑stakeholder environment—covering design, integration, data migration, hypercare, and continuous improvement.
  • Deep understanding of data governance across a large organisation (master data, lineage, quality KPIs), and demonstrable compliance with GDPR and cybersecurity controls—especially for cloud ERPs and analytics platforms.
  • This role requires deep subject matter expertise, the ability to provide specialist advice, and ongoing updating of knowledge to reflect evolving technologies, policies, and organisational requirements. The post‑holder must proactively maintain up‑to‑date understanding and translate complex information into practical guidance.
  • The role holder would need a deep understanding of AI and Machine Learning Technologies and Techniques. This knowledge will need to be constantly kept up to date in a fast-moving technology landscape. As such they will need to be a Subject Matter Expert in the area of AI as there will be limited guidance on a novel and new subject area.
  • Experience of building strong working relationships with internal stakeholders, particularly Corporate IT
  • Relevant certifications, such as Certified Information Systems Auditor (CISA), Certified Information Systems Security Professional (CISSP), or Project Management Professional (PMP) and/or Academic qualification in information technology, computer science, finance, or a related field

Desirable criteria:

  • Track record of managing, enhancing, supporting and running the planning, forecasting and consolidations in software applications and solutions
  • History of success managing relationships with technology providers, negotiating contracts and ensuring compliance with procurement regulations
  • Familiarity with Oracle Cloud Infrastructure Platform

Eligibility Criteria

Location

This role is being offered as hybrid working based at any of our Core HQs. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQs (Birmingham, Leeds, Liverpool, and London). Our core HQ offices are modern and newly refurbished with excellent city centre transport links and benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Security Clearance Level Requirement

Successful candidates must pass a basic disclosure and barring security check before they can be appointed.

You will be required to have a Counter Terrorism Check security vetting check as a minimum. Salary Information

If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms. Please be aware that the salary is based on the office location.

Grade 6

  • £70,797-£81,450 (National)
  • £72,950- £83,443 (Outer London)
  • £75,104- £85,436 (Inner London)

Please note: The Chief Operating Officer (COO) group, where this role sits, is undergoing organisational change over the next 12–18 months. While the process is still in the planning stage, some roles may be affected by future restructuring. We are committed to keeping candidates informed and will share updates as they become available.

Future location

The new facilities will start becoming operational in the mid-2030s, with full completion by 2038. Staff will move in phases as facilities become available.
