Job summary

CPS - Chief Finance Officer Directorate is delighted to advertise the role of Head of Financial Reporting.

The Financial Reporting Team perform a critical function for the CPS by providing a full financial accounting service. This includes, but is not limited to, annual and interim accounts, technical accounting and taxation other financial reporting. The main function of this post is to lead the Financial Reporting Team in producing the Annual Report and Accounts whilst managing its corresponding audit. As the post holder, you are responsible for leading the team to develop service levels and deliverables in consultation with the wider Finance Directorate and staff across the CPS and introduce streamlined business processes which deliver outstanding value for money.

CPS is currently delivering a Finance Evolution Programme to shape the future Finance function through the design and implementation of a new target operating model. This role is not anticipated to significantly change in the immediate future. You will be expected to actively engage with the Programme and be flexible to the evolving needs of the role as the Programme progresses.

The Crown Prosecution Service is based in England and Wales. If you’re applying for this role and live in Scotland or Northern Ireland, you must let us know when accepting this offer as you need permission to work from your home address if hybrid working is part of your role. You must be aged 16 before starting in this role. The start date is expected to be 8-12 weeks after the application deadline.

As part of this role, you are expected to undertake direct line management responsibilities.

Job description

Your roles and responsibilities

  • You ensure that CPS’s accounts comply with International Financial Reporting Standards, the FReM and other relevant Government guidance documents.
  • You manage the production, including appropriate management review and escalation where necessary of the annual report and accounts, including the narrative sections of the document, as well as the financial statements.
  • You liaise with external audit over the audit period to ensure a smooth progression of the ARA to meet the laying timetable
  • You analyse current processes to identify and implement ways to improve processes and financial control
  • You act as a subject expert, providing technical accounting advice in line with IFRS and the financial reporting manual (FReM) and other relevant Government guidance documents and represent finance internally and externally as required.
  • You motivate people, encouraging and helping them to learn, develop and achieve their best and, where appropriate, advising and supporting them on their projects.
  • You advise the senior team on corporate financial, performance and risk issues and deputise for the Head of Financial Reporting and Accounting on matters relating to financial accounting and reporting.

Person specification

To be eligible to apply, you need to have:

  • Full CCAB/CIMA accountancy qualification.
  • Experience of preparing an Annual Report and Accounts and managing its audit.
  • Ability to understand complex financial reporting issues and accounting relevant to a government department.
  • Excellent interpersonal skills and ability to build and maintain strong working relationships with stakeholders.
  • Clear communication and influencing skills.
  • Analytical and problem-solving skills with the ability to present information clearly with strong consideration as to the intended audience.
  • Experience of establishing the most efficient ways of working and standardising processes.

It is desirable that you have the below experience but this is not required to apply:

  • Practical experience of IFRS 16 Leases and making robust accounting judgements relating to estimates that stand up to scrutiny under audit.
  • Practical experience of the Financial Reporting Manual, Managing Public Money and Consolidated Budgeting Guidance
  • Prior experience of using accounting software, preferably Oracle

CV

Other

This is a full-time post. We do consider requests for flexible, part-time working and job share, always considering the operational needs of the department.

Clearance

If successful, you are required to secure a Disclosure and Barring Service check and Security Clearance, for which you must have a current valid UK address.

If successfully appointed, we ask you to complete a character enquiry form, nationality and immigration questionnaire and a national security vetting form.

If you're a Crown Prosecution Service member of staff, you won’t need to do a Disclosure and Barring Service check as you already hold this clearance.

The job you’re applying for is covered by Article 3(a) of the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975, consequently Section 4(2) of that Act doesn’t apply. You’re required to disclose all previous convictions and cautions including spent convictions. Failing to make a full declaration will result in withdrawing your offer of employment if our checks reveal convictions that haven’t been disclosed.

To be cleared to Security Clearance level, you have to be able to meet the residency requirement in the Cabinet Office guidance. For the Crown Prosecution Service they are:

Reserve list

If you're recommended by the selection panel but not appointed to the current vacancy, you’re put on a reserve list for 12 months. You may be offered another Head of Financial Reporting post in our Chief Finance Officer Directorate if a vacancy comes up during this period.
