Job description

An excellent opportunity to join a unique, high-performing early-stage deep technology investment fund deploying up to £100m per annum within an exceptional National Security and Defence (NS&D) mission and values aligned culture.

As the Head of Investment Operations, you will work closely with the Chief Investment Officer and senior leaders to convert strategy into delivery, ensure alignment across the organisation, and steward the design and early implementation of a scaled operating model.

NSSIF is entering a period of significant growth and strategic acceleration, including the scaling of its investment function following a recent review and successful spending review outcome. The Head of Investment Operations will be a critical senior leader during this transition, driving the implementation of the review’s recommendations and ensuring the investment team is equipped with the governance, processes, systems, and capacity needed for scale. This role is likely to have line management responsibilities. NSSIF offers flexible working arrangements, with the NSSIF office in central London.

The National Security Strategic Investment Fund (NSSIF) is the UK’s Government’s dual-use deep-tech corporate venture capital fund for National Security and Defence (NS&D).

NSSIF’s mission is to ensure the UK NS&D community can access and adopt the most innovative technology at pace and scale, delivering strategic advantage to the UK as well as protecting the UK's security. Investments enable pioneering companies to trial, test and mature dual-use technologies to put cutting edge capabilities into the hands of the defence and national security operators. NSSIF is differentiated from the market through its unique end user and mission partners network providing a formal and direct link between early-stage tech teams and national security and defence missions.

NSSIF drives impact through:

  • Direct investment into predominantly UK based pioneering deep technology companies
  • Investment as an LP in relevant early stage and growth venture capital funds
  • Delivering work programmes to end users across NS&D to accelerate technology readiness and provide insight across government.

Following NSSIF’s impressive performance NSSIF has secured funding to scale over the next three years to deploy up to £100m per annum. NSSIF has directly invested into over 25 companies across AI, quantum, space and emerging technology sectors (5 of which have become unicorns, with a valuation over $1 billion), invested in over 20 Fund Managers, and enabled over 50 work programmes, with 41% of the programmes resulting in adoption by NS&D customers and contracts for companies. NSSIF has created thousands of jobs across the UK, successfully crowded in over £600m in private capital to support NS&D, and received multi-million returns from exits.

NSSIF is a partnership between the NS&D community and the Department for Science, Innovation and Technology (DSIT) that supports NS&D, accelerates technology development across DSIT’s frontier technologies and beyond, and drives growth in the UK economy. Person specification

1. Operating Model Design and Scale

  • Working closely with the investment team, lead the implementation of a recent review of the investment operation.
  • Embed scalable deal pipeline and management process for the increased portfolio, ensuring the right platform technologies are in place.
  • Strengthen and embed core governance process - including investment committee workflows, delegated authorities, and diligence standards - to ensure the governance process is operating efficiently and consistently.
  • Working with commercial leads and enablers on investments, divestments and portfolio management to ensure a seamless flow of information and effective working practices.

2. Governance

  • Strengthen governance structures to remain proportionate, transparent, and able to support NSSIF’s growth and decision making at scale. Ensure BTI meets the requirements set out in the Financial Transactions Control Framework and guidelines for Managing Public Money.
  • Implement recommendations from recent National Audit Office (NAO) reviews, embedding a clear audit trail across key processes. Maintain proactive engagement with the NAO throughout the annual audit cycle.
  • Oversee the Secretariat responsibilities, ensuring efficient coordination of governance meetings, papers, and decision tracking.

3. Monitoring and Evaluation

  • Oversee the delivery of dashboards and reporting mechanisms for information flow to the C Suite, Investment Committees, BTI Board and the NSSIF Board.
  • Oversee coordination of the quarterly valuation cycle, consolidating inputs and aligning stakeholders.
  • Oversee monitoring and evaluation of the investment portfolio that supports learning, accountability, and continuous improvement.

4. Organisational Integration & Cross-Functional Alignment

  • Supporting the CIO, maintain workflows and collaboration between NSSIF Investment, Insight and Delivery teams.
  • Evolve interfaces and processes between the Investment function, Comms and Events, ensuring aligned priorities across teams.

Essential criteria

  • Experience in investment operations and organisational governance.
  • Experience developing scalable processes, workflows, and operating structures.
  • Strong cross functional leadership with excellent organisational and communication skills.
  • Analytical and strategic decision maker who collaborates and solves problems effectively.

Minimum SC. If security clearance is not already held, the candidate must be willing to undergo clearance to SC and preferably DV.

Desirable criteria

  • Senior-level experience within investment organisations, funds, financial institutions, or high-growth mission-driven organisations.
  • Change management experience with a track record of delivering programmes.
  • Proven ability to bring clarity, structure and direction in complex organisational environments.
