We are looking for a strategic and delivery-focused Head of IT Delivery & Strategic Partnering to lead the interface between IT and business directorates. You will ensure technology-enabled change is delivered effectively, on time, and aligned with organisational priorities.


Reporting to the Assistant Director of Technology, Change & Governance, you will translate business strategies into executable technology delivery plans, prioritise initiatives, and drive benefits realisation across the organisation. This is a pivotal leadership role with responsibility for shaping a delivery culture, embedding governance, and ensuring successful adoption of new technologies.


What You’ll Need


We are looking for someone with a strong record in delivering large-scale IT change programmes, who can combine strategic thinking with hands-on leadership. You will bring:

  • Proven experience in programme and project delivery, managing multi-disciplinary IT programmes on time, within scope, and budget.
  • Expertise in technology transformation, including digital, cloud, or infrastructure initiatives, with the ability to manage multiple workstreams and dependencies.
  • Strong capability in governance, risk, and compliance, including KPI tracking, reporting, and assurance in complex or regulated environments.
  • Experience in budget and resource management, including forecasting, resource planning, and optimising spend.
  • Exceptional stakeholder management and leadership skills, able to influence senior leaders, build high-performing teams, and communicate with technical and non-technical audiences.
  • Ability to lead change management and benefits realisation, with awareness of modern IT landscapes and emerging technologies.


What you’ll do


  • Provide strategic leadership and oversight of the organisation’s programme and project delivery function, ensuring initiatives are delivered to agreed scope, time, cost, and quality parameters.
  • Lead, coach, and develop programme and project managers, providing guidance on planning, risk, and benefits realisation.
  • Own and evolve programme and project governance frameworks, ensuring accountability, timely decisions, and effective assurance.
  • Drive IT business partnering, translating business needs into prioritised, sequenced, and deliverable portfolios.
  • Oversee business analysis capability, ensuring requirements are fully captured, validated, and traceable through project lifecycles.
  • Contribute to organisational strategy as a member of the Leadership Team, building inclusive, high-performing teams and embedding delivery excellence across the function.


About You


You will be an experienced delivery leader who is strategic, hands-on, and commercially aware. You have a track record of successfully delivering complex IT programmes and are comfortable operating at both an operational and executive level. You are collaborative, results-driven, and able to inspire teams to achieve ambitious outcomes.
