About Legal Operations, Knowledge & Innovation Division

The Knowledge and Innovation (K&I) Division sits in the Legal Operations Directorate. K&I equips government lawyers with the relevant Legal knowledge, skills and tools to provide excellent legal service to ministers and officials - our work is core to all our legal work in GLD.

The K&I Division is a multi-disciplinary team, that provides a portfolio of services spanning:

  • Knowledge –incorporating Library & Information Services, Central Knowledge Development Lawyers (KDLs) and Knowledge Systems
  • Knowledge Development
  • Legal Learning
  • Innovation

Sitting at the heart of the Government Legal Profession, we connect lawyers, support legal communities and facilitate sharing of knowledge and collaboration across government.

We drive innovation to improve legal processes and create new services, including introducing new legal technologies such as artificial intelligence and developing lawyers' capability to maximise the benefits of these technologies.

About the Role

This is a significant role in the K&I Division, which will play a key part in delivering GLD’s legal knowledge strategy.

The Head of Knowledge is a pivotal senior role within the K&I Division structure, responsible for the legal knowledge strategy and content. The role reports to the Deputy Director - Head of Knowledge & Innovation, Helen Barker and is part of the senior leadership team led by the Head of Knowledge & Innovation, the other members being the Head of Innovation, Head of Legal Learning, Public Law Senior KDL, and the K&I Central Services Team Manager.

The post holder will work closely with the Head of Knowledge & Innovation and lead the central KDL team, knowledge systems team and the legal information team and must be qualified to practice as a solicitor or barrister.

They will work alongside the legal learning and innovation teams to deliver the knowledge strategy within GLD and the GLP. The post holder will also be able to draw on the guidance and support of our Knowledge Management Director Champion, Nick Fussell.

The successful candidate is expected to deliver the knowledge element of the K&I strategy, delivering new strategic initiatives as well as continuing to drive improvements in the quality and efficiency of our legal knowledge activities across GLD and GLP.

This role will suit an aspiring and strongly motivated candidate with significant experience in a senior knowledge role.

Responsibilities include:

  • Directing strategic legal knowledge initiatives designed to support the delivery of legal services of the highest standard by our lawyers for our clients.
  • Supporting cross-GLD engagement to ensure our knowledge products and services meet the needs of GLD lawyers.
  • Establishing clear priorities, in line with K&I strategy, for the central KDL team, knowledge systems and legal information teams.
  • Ensuring the structures are in place for maintaining and developing legal induction, legal professional privilege guidance for LION, along with key K&I owned publications including BEGL and JOYS.
  • Line management responsibilities, including setting performance and project objectives for members of the teams. Task management of the Division’s central KDLs.
  • Establishing joined up working between the central KDL, knowledge systems and legal information teams and the Division to achieve:
    • Effective communication and reporting of services provided by the teams to the rest of the Division and to governance committees.
    • Efficient processes within the teams and with users of, and contributors to, knowledge services.
    • Regular measurement of progress against objectives and response to user feedback.
  • Ensuring that technology systems and processes are in place to facilitate the sharing of knowledge and to enable members of the GLD and relevant government departments to access relevant knowledge and expertise easily.
  • Having oversight of the annual business plans and future development of GLD’s legal knowledge product, including through knowledge communities and GLD centres of excellence programme.
  • Liaising with panel law firms and other external providers and developing knowledge activities to mutual benefit.
  • Ensuring that all activities are aligned with GLD’s priorities, the GLD and GLP strategies and foster an inclusive and dynamic knowledge sharing culture.
  • Representing knowledge services and initiatives to senior management and internal governance bodies.
  • Contributing to the assembly of the annual K&I Division budget and on-going monitoring of expenditure in knowledge.
  • Keeping up to date with developments in knowledge management and applying them to knowledge initiatives introduced to GLD.

Key Skills & Experience

Essential - must be demonstrated at application and/or interview

  • Strong previous experience in one or more senior knowledge roles in private or public sector.
  • Experience of electronic knowledge systems, processes and concept.
  • Understanding and application of effective knowledge management concepts.
  • Experience of culture and change management ideas and approaches to influence stakeholders and cultivate dynamic knowledge sharing behaviours.

Desirable

Desirable criteria will be used when there is a need to distinguish between candidates who are closely tied or the same after the initial consideration of essential criteria, at sift and / or interview.

  • Previous experience as a government lawyer would be beneficial.

Technical & Legal Professional Skills

Essential - must be demonstrated at application and/or interview

  • Qualified to practice as a solicitor or barrister.
  • A high level of IT literacy, particularly in relation to document management and other collaborative tools, knowledge systems and enterprise search, database functionality, intranet, extranet and website technology.
  • An interest in, and knowledge of, technological advances and their potential impact on knowledge systems.

Motivational fit

  • Motivation for a career in the Civil Service and GLD in particular.
  • An understanding of the role of lawyers in Government.
  • A keen interest in Knowledge Management in a professional legal organisation.

Security Clearance Level

  • All GLD employees must hold BPSS. In addition to this, those based in our London offices must hold or be willing to obtain CTC level clearance for this role. If London based, you can start your position pending this clearance level, however your appointment will be conditional upon obtaining CTC clearance. Sponsorship and Visas

  • There is the possibility that GLD can provide sponsorship for skilled workers, as long as they meet the eligibility criteria set down under current immigration legislation. GLD does not guarantee sponsorshipwill be provided or that an applicant will be successful in gaining a skilled worker visa.
  • It is the responsibility of the applicant to ensure that they meet the criteria for sponsorship. They also have the responsibility to notify the Resourcing Team that they require Sponsorship at the start of the onboarding process into GLD. This applies to existing civil servants as well as external candidates.

Qualifications

Academic and Professional
Applicants should have a minimum of a 2:1 honours degree in their first degree (in any subject). Where an applicant holds an overseas degree qualification this should be equivalent to a 2.1 degree. GLD will consider applicants who do not have a 2.1 degree but only where satisfactory evidence of equivalent high level academic and/or professional achievement can be provided (e.g. via relevant experience and results achieved for the Graduate Diploma in Law (GDL)/CPE, Legal Practice Course (LPC), Bar Professional Training Course (BPTC)).
Applicants must be qualified to practise as a Solicitor, Barrister or Chartered Legal Executive in England and Wales however, we also accept applications from overseas qualified candidates. You must have completed a training contract/pupillage/qualifying employment or have been exempted from this by the Law Society, the Bar Council or CILEx.
Please note that candidates cannot apply more than 3 months before their qualification date.
Professional entry criteria for Chartered Legal Executives (i.e. Fellows): Chartered Legal Executives are eligible to apply where (i) a Qualifying Law Degree (QLD) is held; or (ii) the Graduate Diploma in Law (GDL)/CPE has been completed; or (iii) where exams have been passed
(i.e. a score of 50% or above achieved), at CILEx Level 6*, in all of the following seven foundation subjects in law:

2.Criminal Law
3.Equity and Trusts Law
4.European Union Law
5.Land Law
6.Public Law
7.Law of Tort
*Note: There are specific requirements relating to academic achievement in the CILEx Level 6 exams where these are being used to demonstrate 2.1 degree equivalence as set out below.
Chartered Legal Executives should note that GLD will be willing to accept an, overall, average score of 65% or above across exams passed in the seven foundation subjects in law (where studied at CILEx Level 6) as demonstrating 2.1 degree equivalence (where a 2.1 degree is not held).

Selection Process

After the closing date, the appointing panel shall assess candidates’ suitability for the role based on evidence provided in their application against the behaviours and experience outlined in the person specification.

If there are a large number of applications the panel will conduct a staged sift. The initial sift will be on CV alone. If you meet the minimum criteria for the CV, you will then go to the full sift on the personal statement and on the two behaviour statements Leadership (Lead Behaviour) and Changing and Improving.

Leadership (Lead Behaviour) may be used in the event of a tie break.

In the eventuality that there are a high number of applicants successful at sift, GLD may operate a longlist, whereby applicants who have been shortlisted and met the minimum pass mark but are not selected for interview will have their application placed on hold.
