About the Role:
This is an exciting opportunity to establish and lead a new Organisation Design & Development function within COPFS, shaping how we approach organisational design, development and effectiveness across Scotland’s prosecution service.
You’ll work with senior leaders to diagnose complex organisational challenges, influence future operating models and develop evidence-based approaches across structure, culture, capability and ways of working. You’ll also build OD&D capability across the organisation and demonstrate the impact and value of interventions.

Job description
Key AccountabilitiesEstablish and lead the OD&D Function
• Establish and develop the new OD&D function, defining a clear, accessible service offer aligned to organisational priorities.
• Develop the frameworks, methodologies and professional standards required to deliver a consistent and evidence based OD&D service.
• Build understanding of the role and value of OD&D, ensuring leaders and teams know when and how to access specialist support.
• Shape priorities and resources to establish OD&D as a credible, sustainable and outcome focused organisational capability.
Lead Organisation Design
• Provide strategic organisation design expertise and advice to support organisational change, transformation and the development of target and future operating models.
• Lead evidence-based diagnosis and design, considering structures, roles, accountabilities, governance, spans and layers, process, capability and organisational interfaces.
• Work with leaders to understand the underlying organisational challenge before determining whether structural change or alternative interventions are required.
• Develop practical organisation design approaches, tools and guidance that enable consistent and sustainable design decisions across COPFS.
Organisation Development and Effectiveness
• Lead the development and application of OD approaches and strengthen organisational, team and individual effectiveness.
• Diagnose complex organisational challenges and identify appropriate interventions across culture, leadership, capability, collaboration and ways of working.
• Support leaders and teams through complex organisational change, ensuring interventions consider the wider organisational system rather than issues in isolation.
• Embed evidence-based OD practice that enables sustainable
Build Strategic Partnerships and Organisational Capability
• Build trusted relationships with senior leaders, providing expert advice, constructive challenge and practical support on complex organisational issues.
• Partner across People, Transformation and Change and corporate functions to align OD&D with wider organisational priorities.
• Build leaders confidence and capability to apply OD&D principles and address organisational challenge.

• Use organisational insight, workforce data and stakeholder feedback to identify emerging challenges and inform OD&D priorities.
• Apply external research and professional practice to continuously develop COPFS OD&D approaches.

Person specification
We are looking for a strategic, curious and credible OD&D leader who can see the organisation as a whole and understand the connections between people, structures, processes, technology, culture and organisational outcomes.You will bring a thoughtful and diagnostic approach, with the confidence to ask challenging questions, constructively test assumptions and help senior leaders identify the underlying issue before moving to solutions. You will combine professional expertise with pragmatism, translating OD&D theory and evidence into accessible approaches that work in a complex organisational environment.
Collaborative and inclusive in your approach, you will build trusted relationships across professional and organisational boundaries and empower leaders and teams to develop their own capability rather than creating dependency on specialist support. You will be comfortable operating with ambiguity and competing priorities, bringing resilience, sound judgement and persistence to complex organisational challenges.
Above all, you will be focused on outcomes and continuous improvement, with the curiosity to test new approaches, learn from evidence and demonstrate how OD&D activity is making a meaningful difference.
Qualifications
Degree level qualification in Organisation Design or equivalent experience in Organisational Development.Significant experience of leading complex organisation design and development activity at a strategic level, including contributing to major organisational change, transformation or target operating model development.
Establishing or developing an organisation design, organisation development or organisational effectiveness capability or service, building its credibility and working with senior leaders to diagnose organisational challenges, provide constructive challenge and develop effective solutions.
Leading and developing specialist professional capability and delivering complex organisational interventions collaboratively across People/HR and wider corporate functions.
Memberships
Chartered Member of CIPD or agree to work towards it and achieve membership within the first two years of taking up post.Behaviours
