Important salary details:
New recruits to the Civil Service joining MoJ are expected to join at the band minimum.
Existing Civil Servants applying on promotion, will usually be appointed on the salary minimum of the new pay band, or receive an increase of 10 percent on the current base salary, whichever is higher (This is restricted to the pay maximum of the new band).
Government Digital and Data (GDD) Profession Capability Framework and Success Profiles Frameworks. Using GDD, we will then determine if you will be paid an additional allowance, on top of your basic salary. This role is within the Product Manager Job Family, is a Head of Product role at Head of Product / G6 level but carries the title Head of Product for the Civil Jurisdiction within DTS.

Job Description:
As Head of Civil Product, you are the senior product leader for digital products supporting the civil justice system – both strategic and heritage. You are accountable for product strategy, vision and outcomes across the civil portfolio, ensuring services are user-centred, performant, sustainable, secure and aligned to organisational priorities.
Operating at GDD Head of Product level, you will lead and set standards for product management practice, own complex prioritisation and investment decisions, and provide strategic assurance that civil products deliver value throughout their lifecycle.
HMCTS’ civil products today handle 156,000 claims per year and Civil claims submitted between April 2019-December 2025 was 722,000 This role encompasses managing the products that provide a business critical live service at scale alongside building out new functionality, new digital claim types and new digital service lines within the civil jurisdiction.
Key Responsibilities:
Product Strategy & Vision
Define, own and continuously evolve the civil product vision and strategy, ensuring alignment with HMCTS, MoJ and wider government priorities. Translate policy intent and user need into outcome-focused product roadmaps.
End-to-End Product Ownership
Be accountable for products from discovery through live service and continuous improvement. Ensure services meet GOV.UK Service Standard, accessibility and security requirements.
Leadership & Capability
Lead and develop senior product professionals, build a strong product management community and embed consistent product practice aligned to the DTS Product Management Strategy. Create an environment where staff feel supported, accountable and empowered to deliver change.
User-Centred & Data-Led Delivery
Champion user-centred design and ensure insight, performance data and metrics to drive prioritisation and investment decisions.
Stakeholder Engagement
Act as senior authority for digital civil services, influencing senior stakeholders across policy, operations and judiciary.
Governance & Assurance
Provide assurance that products are secure, resilient, compliant and value for money.

Salary range
- £71,381 - £85,257 per year
