Job description

HMPPS Band 9

The post holder will lead HMPPS’ Sensitive Intelligence Unit, a national function which sits within HMPPS’ National Intelligence Unit.

The National Intelligence Unit delivers intelligence services across the prison and probation estate, frequently working in close collaboration with Law Enforcement partners and the wider domestic and international intelligence community. The work of the SIU chiefly focusses on the key threat areas of Serious and Organised Crime, Corruption.

The SIU forms a pivotal gateway for relevant partners to collaborate with HMPPS to achieve common goals, in the interests of public safety and the prevention and detection of crime. Hence, the ability to forge and nurture strong working relationships with partners is a key requirement of the role.

The SIU also acts as a vital gatekeeper and steward for NIU, and for HMPPS more widely, ensuring that relevant policies and legislation is adhered to, in respect of key aspects of intelligence practice. Attention to detail, good grasp of policy and legislative requirements, and the ability to navigate sensitive issues diplomatically, are also key attributes required in the role.

The National Intelligence Unit, and wider National Security Group, continues to mature and develop.

The post-holder will need to continue to refine and revise the SIU operating model to ensure it remains optimally positioned to deliver its functions and support its customer base. The post-holder will need to be comfortable with change management, and able to contribute strongly to organisational/operating model design exercises, as well as hold the ability to lead teams through change.

Frequent travel across England and Wales, and potentially further afield, is required as part of this role.

The post-holder must also be willing to partake in a 24/7 on-call rota, for which appropriate compensation is paid (RHA).

The post-holder will frequently be required to assess risk, and to take defensible decisions, sometimes under considerable time pressure, or/and with limited information available.

Albeit the post-holder can be based nationally, the post requires frequent office attendance in central London. If contractually based outside of London, the frequency of London office attendance is likely to mean the post-holder is classed as holding a Dual Workplace, for tax purposes. Due to the nature of the work in the SIU, the post-holder is required to uphold the highest levels of integrity at all times; and to work with absolute discretion when required.
