The Integrated Corporate Services (ICS) is a shared corporate service. It provides corporate services (HR, Finance, Digital, Commercial, Security and Estates) across the Department for Energy Security & Net Zero (DESNZ) and the Department for Science, Innovation & Technology (DSIT).

Job description

The Role and Our Team

Do you have experience in public sector VAT, IR35, and operating Finance Policies?

ICS Tax and Financial Advisory team provides services to DESNZ, DSIT and DBT in proper management of tax liabilities and operation of finance policies such as contingent labour and employee expenses. We provide an on-demand advisory service, a quarterly VAT return assurance/submission process, and facilitate the approval and onboarding of Contingent Labour.

Areas of tax currently covered by the team include (but are not limited to): VAT, Off-Payroll Working (IR35), Construction Industry Scheme, Employment Duties. As the single source of expert tax advice across ICS and its participating departments, the team often upskills at pace as new tax obligations arise.

Finance policies currently operated by the team include (but are not limited to): Contingent Labour, Expenses, Gifts & Hospitality, Dual Workplace, Government Procurement Card (GPC), and Working from Home Equipment.

The role would seek a driven, collaborative colleague, with good attention to detail, the experience of working to tight timelines and the ability and communication skills to build strong working relationships at all levels across the ICS family.

The post holder will lead a small team of tax and finance policy experts working with a broad range of stakeholders both within ICS and across the departments on topics that often require rapid turnaround.

The team sits within the wider Finance function, and the post holder will need to be able to flexibly support areas other work areas such as Internal Controls and FBP work.

Key Responsibilities

This is an evolving role so responsibilities may be expanded and changed to match the strengths of the post holder and fit within the wider team.

The core duties of this role:

Providing attention to detail whilst understanding the bigger picture and prioritising own and teams time.

Working with multiple stakeholders and develop collaborative solutions to new challenges, including being able to identify and drive forward continuous improvements in how ICS and the departments operate.

Providing clear and accurate advice on complex queries and leading the team in ensuring that advice is consistent between team members and over time, including working at pace where required.

Acting as a team player, helping colleagues through busy periods and difficult issues.

Keeping abreast of changes to tax legislation and interpretation and ensuring tax treatment remains up to date when changes occur.

Developing and maintaining relationships with policy owners across departments, supporting policy updates and new policy development.

Promoting regular proactive engagement with HMRC and Tax Centre of Excellence.

Managing controls across teams, identifying drivers of non-compliance and collaborating with policy owners to implement improvements.

Dealing with ad hoc requests

As a line manager, you will be responsible for working with your members of staff to define their objectives, as well as managing their development and performance.

Essential Criteria

Experience in tax is essential.

The successful candidate will need to demonstrate capability and success against the following criteria:

Leadership – leading a small team dealing with a varied portfolio of activities.

Self-starter with confidence to develop ideas and lead their implementation' and the flexibility to pivot to different challenges when the situation demands.

Ability to work at pace and identify key issues / concepts within written communications and datasets.

Ability to analyse and interpret datasets and identify both potential non-compliances from unclear information and link that analysis back to legislation/guidance.

Excellent judgement including in grey areas.

Excellent presentational and drafting skills with the ability to present management information concisely.

Ability to work well as part of a team and to motivate and inspire others.

Ability to develop collaborative relationships with key stakeholders.

Desirable Criteria

Experience in operation of finance policies is desirable.

Office attendance

The Department operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK. The current expectation for staff is to attend the office or non-home based location for 40-60% of the time over the accounting period.

  • A hybrid office/home based working model where staff will spend a norm of 40-60% of their time in the office (minimum of 40%) over a month with flex dependent on balancing business and individual need.
