Job summary

The Government Actuary’s Department (GAD) offers actuarial careers that make a difference - we provide actuarial analysis, advice and assurance to government departments and public sector organisations, supporting Government objectives and delivering for citizens. The department’s work covers valuations and policy support in relation to pension schemes, insurance and contingent liabilities, financial risk, and social security. We also provide financial modelling and quality assurance.

Job description

You will be responsible for developing GAD’s health expertise, supporting business development, and delivering high-quality actuarial advice on health-related projects.

As a member of GAD’s Health and Social Care team, you will play a crucial role in shaping and growing this exciting new area of work for GAD. You will help develop GAD’s health proposition and establish GAD as the go-to partner in government for health-related actuarial advice.

GAD helps government and public sector clients manage risk and make informed decisions on complex financial challenges. This role contributes to shaping health policy by advising on health-related financial risks and decisions that have a real impact on society.

As a senior health expert for the team, you will:

  • proactively develop GAD’s offering on health into a defined solution
  • develop an understanding of client needs and translate these to attractive and sustainable offerings from GAD
  • establish and develop a network of potential clients and stakeholders
  • actively contribute to events and meetings
  • encourage collaboration across teams to build GAD’s advisory services and maintain excellent client relationships
  • ensure delivery of high quality and efficient service to clients

Person specification

  • Provide leadership for the delivery of health client activities within the Health and Social Care team.
  • Assist in developing and implementing the business plan and strategic goals for Health and Social Care, with a focus on growth and client engagement.
  • Build and maintain a network of potential clients and stakeholders, identifying their challenges and how GAD can address these.
  • Collaborate with the Head of Health and Social Care to design and refine GAD's service offerings to meet client needs. Workshop early ideas and propositions and test these with internal / external groups as appropriate.
  • Create and nurture a pipeline of opportunities. Own a plan for engaging further with key contacts and developing opportunities.
  • Develop internal and client-facing materials and thought leadership to support growth of Health and Social Care offering.
  • Support efforts to develop health expertise across GAD, enhancing future service delivery.

Key Dimensions

  • Engage with key external stakeholders, including HMT, DHSC, Local Government, and Devolved Administrations.
  • Agree budgets, priorities and deliverables with clients.
  • Liaise with internal stakeholders such as the Unit Leadership team, Head of Client Opportunities and Head of Advice Innovation.
  • Be a role model for GAD standards, values, and behaviours, in all external engagement and communication, as well as within the department.
  • Liaise with relevant contacts in other teams to share experiences, develop common approaches and ensure consistency where appropriate. Proactively develop other members of the team as part of business as usual and manage their work.

Selection process details

This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours and Technical skills.

Stage 1: Application sift

As part of the application process, you will be asked to complete:

  • A CV setting out your career history, with key responsibilities and achievements. Please ensure you provide employment history that relates to the essential criteria, and that any gaps in employment history within the last 2 years are explained.
  • A Personal statement of up to 500-words explaining how you meet the essential criteria for the role, with particular reference to the criteria provided in the person specification of the JD.

Stage 2: Panel interview

During the interview you will be assessed on the experience and behaviours listed in the Person Specification and detailed in this advert. The interview will include a presentation, details of which will be sent to those invited to interview. There are likely to be follow-up questions on the Behaviours below leading on from the presentation to ensure the panel gain a rounded picture.
