The Hearing Centre Team Manager sits at the heart of the Office of the Traffic Commissioner (OTC), supporting the statutory work of the Traffic Commissioners who regulate and license HGV, LGV, and PSV operators, oversee driver standards, and adjudicate on key transport matters. This role leads a dedicated team responsible for preparing casework for public inquiries and hearings, ensuring evidence is robustly collated, deadlines are met, and all activity aligns with statutory and operational requirements. Working closely with commissioners, legal parties, and internal teams, you will help deliver fair and efficient outcomes, while driving team performance and continuous improvement.

Job description
Job holder will lead the preparation and progression of hearing casework, ensuring accurate records, timely follow-up actions, and compliance with statutory guidance and operating instructions. They will oversee evidence collation and appeal bundle preparation, make delegated decisions, and monitor team performance and quality. The role includes engaging stakeholders, drafting correspondence, managing resources and workloads, and driving continuous improvement while maintaining data integrity, service standards, and effective communication across the Office of the Traffic Commissioner.
Your responsibilities will include, but aren’t limited to:
- To manage the listing, preparation and management of public inquiry and other hearing cases to be heard by TCs. Ensuring that letters calling parties to the hearings, and evidence bundles are completed in accordance with the Statutory Documents, operating instructions, and service level agreement (SLA).
- To effectively monitor the performance of the office against the SLA responding to dips in performance and taking effective remedial action.
- To provide advice and support to the Traffic Commissioner (TC) and caseworkers on complex or complicated cases as and when required.
- Execute management responsibilities effectively and in line with DVSA policies and processes, planning and coordinating tasks and activities and taking responsibility for ensuring objectives are delivered.
- Provide guidance to staff to support the delivery of objectives. Manage and engage with honesty and integrity, upholding the reputation of the OTC, Agency, Department and Civil Service.
- Work in collaboration with colleagues across all functions for the good of the OTC and DVSA and to create a high performing and well-respected Agency.

Person specification
Required experience:
To be successful in this role you will need to have the following experience:
- Experience of effectively leading and managing a team with the ability to develop and motivate team members
- Ability to work under pressure, to adhere to and deliver tight deadlines and in an environment of changing priorities
- Excellent analytical and problem-solving skills with the ability to identify relevant issues and draft clear and concise briefing
- Experience of communicating and working with a range of senior stakeholders, using effective methods to keep stakeholders engaged throughout
- Experience of interpreting complex legislation with an understanding of the function of courts and tribunals
Working hours, office attendance and travel requirements
Full time roles consist of 37 hours per week.
Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work at least 35 hours per week.
This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.
The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.
Occasional travel to other offices may be required, which may also involve overnight stays.
