Job summary

The Catterick Integrated Care Centre (CICC) programme is a flagship initiative within Defence Medical Services (DMS) Transformation, delivering a state-of-the-art healthcare facility to serve both the Ministry of Defence (MOD) and the local NHS population. The Programme Capability Support Officer will play a key role in supporting the delivery of this transformative programme, working closely with the Programme Capability Development Lead to implement solution designs for the Building and Clinical Operating Models. The role involves coordinating resources, managing communications, and supporting administrative functions to ensure smooth programme execution. This is a unique opportunity to contribute to a nationally significant initiative, shaping the future of integrated healthcare for MOD and NHS communities.

This role is offered on a fixed-term appointment (FTA) basis due to its alignment with the CICC programme, which is time-limited and will conclude upon the successful delivery of its objectives.

Job description

As a programme of national significance, the CICC is regularly discussed at the highest levels within the DMS and NHS and has received recent ministerial endorsement as a cornerstone of the development of Catterick Garrison and Richmondshire.

To ensure the successful delivery of this complex and transformative programme, a robust and adaptable team is essential. The Programme Capability Support Officer will play a critical role in maintaining momentum, aligning requirements, and supporting the delivery of business case benefits. This is an exciting opportunity to join a high-profile programme at a pivotal stage in its development.

Reporting to the Programme Capability Development Lead, the Programme Capability Support Officer will provide vital support in implementing solution designs for both the Building Operating Model and the Clinical Operating Model. The role will involve coordinating resources, managing communications, and overseeing administrative functions to ensure the seamless execution of programme activities.

By supporting project timelines, maintaining documentation, and engaging with stakeholders, the Programme Capability Support Officer will make a significant contribution to the efficiency and success of the CICC programme, helping to deliver transformative healthcare solutions for the MOD and NHS communities.

Essential Criteria

Project and Programme Support Skills: Demonstrates a solid understanding of project and programme management principles, with experience in planning, tracking risks and dependencies, and delivering outputs to agreed deadlines.

Documentation and Organisation: Proven ability to coordinate and produce accurate, high-quality documentation, with strong attention to detail and organisational skills.

Proactive and Adaptable: A self-motivated individual with the ability to work independently in dynamic environments, managing multiple priorities effectively and adapting to changing circumstances.

Stakeholder Engagement: Skilled in building and maintaining effective working relationships with internal and external stakeholders, with the ability to influence and support collaboration across teams.

Communication Skills: Strong written and verbal communication skills, with experience preparing clear, concise materials and translating technical or complex information into accessible language.

Problem-Solving and Decision-Making: Confident in identifying issues, proposing solutions, and supporting decision-making processes, with the ability to provide constructive input when required.

Desirable Criteria

Sector Knowledge: Awareness of healthcare operations, defence organisations, or integrated service delivery models, particularly in MOD or NHS contexts.

Project Management Tools and Techniques: Familiarity with project management tools, methodologies, or frameworks (e.g., PRINCE2, Agile, or equivalent).

Change Management Experience: Experience supporting change initiatives, including stakeholder engagement and managing transitions to new processes or systems.

Data Analysis and Reporting: Ability to support data-driven decision-making by collating and analysing information to identify trends and inform planning.

Learning and Improvement: Evidence of contributing to a culture of continuous improvement, including capturing lessons learned and sharing best practices.

Sustainability and EDI Awareness: Awareness of sustainability goals and equality, diversity, and inclusion (EDI) principles, with the ability to support their integration into programme activities.

Further Information

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance. This is a Fixed-term Appointment as a HEO Programme Capability Development Support Officer at the The Catterick Integrated Care Centre (CICC) at Regional HQ DPHC(SN) Catterick, DL9 3JS, with occasional travel to DMS(W), Lichfield, WS14 9PY. Your responsibilities will be as described in this job advert. The reason why you are appointed for a fixed period is due to its alignment with the CICC programme, which is time-limited and will conclude upon the successful delivery of its objectives. This post will therefore begin on your appointment and will end on 31/03/2028.

If you are a permanent MoD civil servant and are found successful for an internally advertised Fixed-term Appointment (FTA) you should move into the post under a Temporary Transfer (for up to a maximum of 3 years). At the end of the posting, you will return to your previous MoD Business area. If this posting is at a higher grade, your promotion will be temporary, and you will return to your substantive grade at the end of the Temporary Transfer. If a Temporary Transfer cannot be agreed between all parties then a transfer on an FTA contract is possible, read the FTA and Change of Work Location in the UK policy for further information.
