Income Management Officer

Job description

Full Time / 37 Hours Per Week / Permanent

About the Role

The Income Management Team at Leicester City Council is responsible for maximising rental income for the authority, minimising arrears, and most importantly supporting our customers to successfully maintain their council tenancies. We pride ourselves on delivering a highly responsive, customer-focused service that balances financial recovery with exceptional care and empathy. Every penny we collect goes directly back into funding vital services, such as home repairs, that keep our communities safe.

What You’ll Be Doing

As an Income Management Officer, you'll manage a specific patch of rent accounts across the city, acting as the primary point of contact for our tenants. Your core responsibilities will include, but not be limited to:

  • Debt Recovery & Enforcement: Managing and recovering rent arrears in line with council policies, which includes preparing comprehensive case files and directly advocating on behalf of the authority during rental possession hearings at County Court.
  • Income Maximisation: Providing proactive advice on benefit entitlements and financial grants to help residents maximise their household income and avoid falling into debt.
  • Community Engagement: Conducting home visits and face-to-face interviews to identify tenant needs, providing supportive intervention, and signposting vulnerable residents to specialist internal and external services.

What We’re Looking For

To succeed in this role, you'll bring:

  • Sector Experience: A proven track record of working within a Housing Management or Rent Recovery environment.
  • Excellent Communication Skills: The ability to communicate clearly and empathetically with a diverse demographic, including vulnerable people or those with complex needs.
  • De-escalation & Diplomacy: Exceptional interpersonal skills to navigate sensitive, difficult situations with tact, diplomacy, and professionalism.
  • Strong Numeracy & IT Literacy: Proficient IT skills to maintain housing database systems and prepare analytical reports, combined with high-level numerical skills to negotiate payment arrangements and resolve complex rent accounting issues.
  • Welfare Benefits : Knowledge and understanding of welfare benefits.

What We Can Offer You

As well as the satisfaction of helping to improve thousands of lives across Leicester, you can look forward to a supportive work culture that actively champions a healthy work/life balance. Our benefits package includes:

  • Generous annual leave entitlement.
  • Membership in the secure Local Government Pension Scheme (LGPS).
  • Flexible working options around business needs.
  • Dedicated training and professional development opportunities to progress your career.
  • A range of flexible travel benefits, including corporate discounts on city buses and trains.
