Job summary
The SIA is an executive non-departmental public body sponsored by the Home Office. We were set up in 2004 to regulate certain activities in the private security industry and employ nearly 400 members of staff. We are operationally independent of government.
We are now preparing to take on new responsibilities as the regulator of Martyn’s Law - named after Martyn Hett, one of the 22 people who tragically died on 22 May 2017 in the terrorist attack on Manchester Arena. Martyn’s Law, introduced by the Terrorism (Protection of Premises) Act 2025, is intended to improve protective security and preparedness at premises and events across the UK.
The new Act will require premises in scope to be prepared to keep people safe in the event of an attack. Certain larger premises and events will also need to take steps to reduce their vulnerability to acts of terrorism.
Martyn’s Law is primarily a civil, regulatory regime. We will regulate supportively and proportionately but robustly. The SIA will have new guidance, investigatory and inspection functions and a range of new powers and sanctions. Our new Martyn’s Law functions will sit alongside and complement our existing responsibility for regulating the private security industry.

As an Inspection Manager, you won’t just oversee a team, you’ll lead a mission. Operating at the heart of the Inspections and Enforcement function, you’ll guide a geographically dispersed team delivering high-impact, intelligence-led inspections under the Terrorism (Protection of Premises) Act 2025 (Martyn’s Law). Your work will ensure that organisations meet their responsibilities and that the public is better protected because of it.
This is a role for a confident leader who thrives in a regulatory environment. You’ll set the standard for professionalism, consistency and integrity, empowering your team of Inspectors and Senior Inspectors to deliver robust, proportionate and risk-based inspections. From shaping inspection strategies to mentoring staff through complex cases, your influence will be felt at every level.
But it doesn’t stop there. You’ll build strong partnerships with police, local authorities and national stakeholders, acting as a key figure in driving compliance and strengthening public safety outcomes. You’ll also play a pivotal role in refining policy, improving inspection frameworks and embedding a culture of continuous improvement.

This role is being recruited for nationally with multiple roles available across the UK. Successful candidates will be recruited based on merit and the requirement for effective distribution across the four regions outlined below.

Person specification
Essential
- Proven record of building and developing high performing dispersed or remote teams in a regulatory, inspection or compliance environment.
- Inspirational and visible people leader, demonstrating the ability to form and influence strong working relationships and gain respect and confidence of seniors, peers and colleagues in a multidisciplinary professional environment.
- Management experience in regulated environments, operating in accordance with regulatory and policy frameworks and/or experience of protective security principles and recognised good practice, with the ability to apply these in a compliance-focused context.
- Demonstrate experience in driving performance and motivating teams to deliver excellent results and outcomes in a complex operational setting.
- Experience of effectively managing resources and budget.
- High levels of personal integrity, professionalism and sound judgement
- Role model of inclusive cultures and instilling organisational values and behaviours that promote positive individual and team cultures working in collaboration.
- Excellent judgement with the ability to make defensible decisions in complex and high-profile contexts.

- Capable of supporting, mentoring and coaching staff in the understanding of legal framework, evidential requirements and regulatory or sanctions-related processes relevant to enforcement or compliance activity.
- Strong organisational and time-management skills, with experience delivering work effectively within time pressured or high demand environments.
- Demonstratable understanding of evidence-gathering methods, evidential requirements and the burden of proof in regulatory or investigative contexts.
- Ability to objectively evaluate evidence and exercise critical thinking to inform balanced, robust, and transparent regulatory decisions.
- Demonstrate excellent understanding of operational risk and prioritisation.
- Experience of manging the coordination of work across teams and contributing to the delivery of shared objectives within a collaborative environment.
