You will be joining Risk & Intelligence Services (RIS) which is part of the nationwide Law Enforcement arm of HMRC.
We pursue criminals, fraudsters and smugglers who attack the UK Exchequer, and build intelligence packages for criminal prosecutions, using office-based activity and operational work, including surveillance. We also work with our colleagues in Civil Recovery to use all the tools at HMRC’s disposal to prevent and detect serious organised crime.
Depending on the location(s) applied for, roles are available in Intelligence Development Operations (IDO) and/or Intelligence Tasking & Coordination (ITC) commands. All the roles include office-based activity and operational work, which can include surveillance or attending seizures at borders and inland.

Job description
This role combines intelligence development, operational activity and leadership. You will manage and support a small team, ensuring the safe, effective and compliant delivery of intelligence work. You will draw upon your operational experience, communication skills and professional judgement to navigate sensitive, time critical and sometimes challenging situations.
Key Responsibilities
You’ll play an important role within a team and work closely with other teams based in the same location and, on occasion, across the country.
You’ll be joining our team of around 11 colleagues. Your key responsibilities will include:
- Line-managing and developing a small team of intelligence officers, assuring their professional performance, ensuring their development and learning, and supporting their wellbeing through personal development conversations, assurance, role-modelling behaviours and addressing issues.
- Leading the production of high-quality intelligence products. This may include: developing intelligence packages enabling partners to complete criminal and civil investigations; progressing projects delivering insight to inform strategic and tactical responses; coordinating intelligence nationally on a specific risk such as tobacco or alcohol; debriefing and targeting seizures of illicit goods and criminal finances.
- Planning conducting and directing operational intelligence deployments which could include covert surveillance, taking witness statements or attending domestic and international ports.
- Working closely with partners within HMRC and across law enforcement in the UK and overseas and handling challenge or confrontation professionally.
- Preparing, assuring or authorising regulatory applications such as Production Orders, Directed Surveillance Authorities, GDPR requests and interception requests at the frontier.
- Performing the role of Disclosure Officer, ensuring the proper handling of sensitive and legally significant material to HMRC and legal standards.
- Producing material meeting legal and regulatory standards including internal HMRC standards, inspection by external bodies such as Investigatory Powers Commissioner’s Office (IPCO), and examination by courts in criminal justice proceedings involving written and verbal testimony.
- Undertaking training to act as a Practical Training Officer (PTO) to develop trainee intelligence officers across RIS Intelligence.

- Driving requirements: You must be willing and able to drive long distances alone, including to unfamiliar locations, during the day or night. (Driving while conducting surveillance is not required.)
- Understanding Flexibility Payments: You must read and understand the information provided about Flexibility Payments before applying.
- Safety & fitness training: You will be required to complete regular Public and Personal Safety Training (PPST), which involves physical activity such as jogging, stretching, movement exercises, self-defence and restraint techniques. You must be able to take part fully in this training.
Essential Criteria
To be considered for this role, your application must demonstrate all the following:
- Experience: Experience of criminal intelligence or criminal investigation within a law enforcement or similar environment.
- Working Knowledge of Relevant Legislation: Sound up-to-date knowledge and understanding of relevant criminal justice procedures including the Regulation of Investigatory Powers Act (RIPA 2000), Investigatory Powers Act (IPA 2016), the Police Act 1997, Criminal Procedures and Investigations Act (CPIA 1996), the Police and Criminal Evidence Act (PACE), Customs & Excise Management Act 1979 and Proceeds of Crime Act 2002 or jurisdictional equivalents.
- Driving Licence - A Full UK driving licence is required. Please see details as stated within the advert for a Mandatory licence.

Additional Requirements for Former RIS or FIS staff and OGD & LEA Applicants
You will be offered a place on the Accelerated Pathway which is an abridged version of HMRC’s Operational Intelligence Course (OIC). The purpose of the Accelerated Pathway is to refresh your previous HMRC training, or align your PIP2 accreditation, with HMRC content and procedures without completing the full OIC and its associated Trial Assessment Period.
- The Accelerated Pathway is an intensive 4-week residential training course. Prior to the course, you will be given a workbook and guided learning. The course involves a day-one test and an assessed final exercise (FINEX).
- If successful at application, we will give you the planned training dates where possible, and you must be available for the full duration.
- Prebooked leave may not to be accommodated due to course availability and capacity.
- Managers and trainers will assess your skills and set any required upskilling.
- They will review your performance through discussions and evidence from your duties.
- Upon completion of the Accelerated Pathway, you will be awarded the Counter Fraud Intelligence Specialist Award from Northumbria University. This is a cross-government recognised qualification.
We recognise that returning RIS and FIS Officers, and external OGD and LEA Officers will require some additional upskilling, and we will provide support to regain or attain HMRC Authorised Officer status. However, we will not offer the full OIC (10 weeks) and subsequent TAP (12 months) which are only offered to trainees new to law enforcement. The Accelerated Pathway is a pass/fail programme. Where an individual does not successfully complete the pathway, HMRC will explore appropriate alternative options, which may include alternative duties or consideration under probation arrangements, depending on individual circumstances.
Flexibility Payments
Understanding and acceptance of the flexibility required, including on call duties, short notice changes and some evening/weekend working.
This post attracts a Level 2 Flexibility Payment (FP) that is paid monthly with salary. This FP allows HMRC flexibility to change your work pattern, at short notice, to meet business needs. You will be expected to undertake periods of On Call. You will also be expected to work additional hours, at weekends and outside your normal working hours/days (including bank holidays).
In applying for a position and accepting the FP you agree that you can and will meet those attendance requirements.
Note: Payment of FP is dependent on successful completion of role specific training, and you will move to Level 2 FP eligibility in stages (see the attached document for details).
FP levels are reviewed annually – on a business need and personal basis – and may be subject to change.

Please note:
You will need to work additional hours above and beyond a normal working pattern including:
- Short notice changes to working patterns
- Some evening, weekend or bank holiday work
- A pre rostered on call pattern (1 week in 4)
You will be financially compensated for these additional hours at the annual rate of at the rate of £15,300 (for London pay scales) or £14,400 (for National pay scales). This payment is known as Flexibility Payment Level 2 (FP2), and it is paid in addition to your salary - please see the attachment and further details below.
Flexibility Payments (FP) for returning RIS & FIS colleagues and OGD and other LEA candidates during training:
- You will receive FP at Level 1a one month after you take up duty until you achieve “Authorised Officer” status
- This will be achieved at successful completion of the Accelerated Pathway and we are satisfied with your performance
- You will then move to FP Level 2

Qualifications
You must hold one of the following qualifications or accreditations. Your eligibility will depend on which route (A–D) applies to your background :-A - current Risk & Intelligence Service RIS staff - You must have Successfully completed the RIS Operational Intelligence Course (OIC) or its precursor, and passed the Training Assessment Period (TAP) staff.
B - Current Fraud Investigation Service (FIS) - You must have one of the following: Completed Criminal Investigation Foundation (CIF) training or precursor and passed the TAP, or Completed the Counter Fraud Investigator Apprenticeship (Level 4).
C - Former RIS or FIS staff - You may apply if: You previously worked in criminal intelligence or criminal investigation within RIS or FIS, and You successfully completed the relevant RIS or FIS training described in Options A or B at the time you held those roles.
D - Other Law Enforcement Agencies (LEA) or Other Government Departments (OGD) - You must satisfy all the following: Have obtained and hold a valid/active PIP2 accreditation (College of Policing Professionalising Investigative Practice Level 2). Currently work in law enforcement or have recent LEA experience, with active/valid PIP2 status.
Note: OGD/LEA applicants must provide valid PIP2 certification at preemployment stage. Failure to do so will result in withdrawal of the offer.
