    Dacorum Borough Council has recognised the need to address the effects of climate change and has set itself an ambitious target of becoming a carbon neutral council by 2030.

    We are working on many projects across services to achieve our net zero targets, but we recognise that there is more work to be done. Dacorum declared a climate emergency in 2019 and published its Climate and Ecological Emergency (CEE) Strategy in 2022. The position holder will play a key role in managing a programme of projects which will help the council reach its targets.

    We are seeking an experienced programme manager who is passionate about addressing the climate and ecological emergency and has had previous experience managing programmes in this sector.

    This is an excellent opportunity for an enthusiastic, climate programme manager to engage with all areas of the council to achieve DBC’s Net Zero targets.

    Your key skills will be:

    1. Programme Oversight and Assurance

    Provide effective oversight of the Climate, Energy and Environment (CEE) Programme in alignment with Dacorum’s ambitions. Hold projects to account for delivery against agreed objectives. Ensure risks, issues and interdependencies are identified, escalated appropriately, and managed in line with governance requirements. Where projects require changes, ensure documentation is reviewed and updated in accordance with PMO standards.

    1. Programme and Project Governance Expertise

    Apply a strong understanding of programme and project governance frameworks to support successful delivery across the organisation. Act as a source of professional advice, ensuring projects align with agreed methodologies, reporting requirements and corporate project management processes.

    1. Portfolio Planning and Strategic Prioritisation
      Maintain oversight of the CEE project portfolio, supporting strategic planning, prioritisation and sequencing of work in line with corporate priorities, available resources, and emerging risks or opportunities. Ensure the programme remains focused on delivering meaningful climate outcomes.
    2. Strategic Stakeholder Engagement

    Build and maintain strong relationships with senior leadership, portfolio holders, and internal partners to support informed decision‑making and effective governance of the climate portfolio. Engage externally with communities and local organisations primarily through grant programmes, partnership working and events to support delivery of climate objectives.

    1. Team Management and Development

    Delegate tasks appropriately, support and provide training to project team members, and ensure effective communication and collaboration among team members.

    A Basic DBS check will be undertaken as appropriate with the Disclosure and Barring Service to ensure that the successful candidate has no relevant convictions.
