As part of our continued evolution, we’re looking for a Strategic Director of Finance and Resources to join our visionary leadership team. Role Overview
As the Strategic Director of Finance and Resources, you will be a pivotal figure in driving the financial success of Waverley and Guildford. Reporting directly to Pedro Wrobel, the Joint Chief Executive of both councils, you will provide high-level financial leadership, shape long-term strategies, and ensure that resources are used to their maximum potential. Your role will be crucial in supporting our ambitious goals, providing expert advice to elected councillors and staff, and building a culture of innovation, efficiency, and collaboration.
This is a high-impact, high-visibility role where you’ll have the chance to directly influence the direction of both councils, contributing to key corporate programmes and projects. As Section 151 Officer, you will also have ultimate responsibility for ensuring robust financial governance and supporting business continuity, risk management, and the delivery of essential services.
Key Responsibilities:
- Lead with Vision: Provide strategic direction for Finance, Assets & Property, and Commercial services across both councils.
- Shape Financial Strategy: Develop and implement long-term financial plans to ensure the councils’ financial sustainability and success.
- Empower Teams: Foster a high-performance culture, empowering managers and staff to deliver outstanding, customer-focused services.
-Be the Expert: Advise elected councillors and senior leadership on financial matters, helping to guide key decisions and support the councils’ priorities.
- Drive Collaboration: Work closely with internal and external stakeholders to ensure the delivery of key corporate projects and initiatives.
- Lead Business Continuity: Champion health & safety management and ensure that the councils are prepared for business continuity in times of need.
- Champion Diversity & Inclusion: Promote equality and inclusivity at every level, ensuring that both councils lead with integrity and respect.
About You
We’re looking for a confident, innovative, and experienced leader who is passionate about public service and has the vision to drive meaningful change. You should have significant post-qualification experience in strategic financial management and governance, ideally within a local government context. You’ll need to be a skilled communicator, capable of providing clear, solutions-driven financial advice, managing complex risks, and guiding teams through transformation.
As Section 151 Officer, you’ll bring not only financial expertise but also a collaborative mindset and an ability to foster a culture of transparency, accountability, and performance.
Essential Skills and Qualifications:
✔️ Professional accountancy qualifications (CIPFA or equivalent).
✔️ Extensive experience in strategic financial management and governance, ideally in local government.
✔️ Proven leadership ability, with experience managing large teams and substantial budgets.
✔️ In-depth knowledge of local government financial frameworks and regulations.
✔️ A collaborative, change-driven mindset with a passion for continuous improvement.
