About the Role

The Liverpool City Region Combined Authority is entering an exciting period of growth and transformation. Through devolution, we are taking on new powers, responsibilities and opportunities to improve outcomes for our communities, businesses and residents.

As our remit continues to expand, so too does the scale and complexity of the projects required to support delivery of our strategic ambitions. We are looking for ambitious and motivated Junior Project Managers to join our Delivery Services team and help deliver projects that make a real difference across the Liverpool City Region.

This is a development role for aspiring project management professionals, offering the opportunity to gain hands-on experience while working alongside experienced Project Managers and Programme Managers who will support your growth through mentoring, coaching and practical delivery experience.

Our team sits at the heart of organisational change, working alongside senior leaders, service areas and partners to design, develop and deliver projects that modernise services, improve organisational effectiveness and support delivery of the Combined Authority's priorities.


As a Junior Project Manager, you will:

  • Lead smaller projects and support the delivery of larger and more complex initiatives.
  • Work alongside experienced Project Managers and Programme Managers who will support your professional development.
  • Develop project plans, monitor risks, actions and dependencies, and support governance and reporting activities.
  • Build relationships with stakeholders, subject matter experts and delivery teams.
  • Support organisational transformation, service improvement and strategic delivery projects.
  • Develop your project management skills through practical experience, mentoring and professional development opportunities.


No two projects are the same. You may find yourself supporting projects across transport, digital, housing, spatial planning, culture, energy, organisational change or other areas that improve outcomes for residents across the Liverpool City Region.

As part of a professional project delivery function, you'll have the opportunity to develop your career and build the skills and experience needed to progress within the project management profession.

This is a 6 month fixed term vacancy.

As we continue to grow, we anticipate further opportunities becoming available, including permanent positions. We therefore intend to establish a talent pool from this recruitment process, enabling us to consider suitable candidates for future vacancies.

About the person

We're looking for someone who:

  • Has experience supporting projects, change initiatives, PMO activity or operational delivery.
  • Is highly organised and able to manage competing priorities.
  • Enjoys working with people and building positive working relationships.
  • Is proactive, curious and keen to develop a career in project management.
  • Is passionate about delivering improvements that make a real difference to people and communities across the Liverpool City Region.

1) Experience Supporting Projects, PMO Activity or Change Initiatives: Evidence of supporting project delivery, programme support, PMO activity, business change, continuous improvement, operational delivery or other structured work requiring planning and coordination.

2) Organisation, Planning and Delivery Skills: Evidence of organising work, managing priorities, tracking actions, maintaining documentation and coordinating activities to meet deadlines.

3) Collaborative Behaviours and Communication: Evidence of working effectively with others, building relationships and communicating clearly with a range of stakeholders.
