Job summary

We are looking for 2 Land Registration Apprenticeship Programme Officers to join HM Land Registry’s Service Delivery Directorate.

As an Land Registration Apprenticeship Programme Officer, you will play a pivotal role in delivering the Land Registration Apprenticeship Programme.

You will provide operational and administrative support to ensure the smooth running of the scheme, including recruitment, onboarding, secondments, and technical training pathways. This role requires sound judgement, problem‑solving skills, and the ability to analyse data and provide insights to improve programme delivery. You will lead engagement activities with stakeholders, including working closely with secondment areas and liaising with senior stakeholders, support the Apprenticeship Manager in developing the programme’s learning hub and technical training offer, and apply creativity to resolve challenges

Job description

Main Duties

  • Day to day management of multiple apprentice cohorts, making tactical decisions on scheduling, prioritising tasks, and resolving logistical issues to ensure the smooth running of the apprenticeship programme
  • Apply judgement when balancing apprentice needs against business requirements, for example when negotiating and agreeing secondment dates
  • Manage the delivery of each stage of the recruitment process for each apprenticeship cohort, including organisation of the assessment centre days
  • Identify risks or issues early and propose practical solutions to the Apprenticeship Manager and the Land Registration Apprenticeships Lead
  • Take the lead on designing and delivering bitesize information sessions for internal and external stakeholders, providing clear information on apprenticeship programmes and pathways
  • Take the lead in organising apprentice events, including the annual Land Registration Apprenticeships conference and graduations
  • Act as a first point of contact for apprentices, responding promptly to queries and signposting support
  • Liaise with internal teams (LR Academy, Service Delivery, HR) and external training providers to ensure smooth delivery of placements and learning
  • Maintain and monitor apprentice progress, ensuring accurate tracking of milestones and outcomes
  • Communicating regularly with secondment leads across HMLR and facilitate engagement sessions with line managers to ensure a joined-up approach across placements and training
  • Prepare reports and dashboards with insights for senior stakeholders and SMT meetings
  • Contribute to continuous improvement of the LR Apprenticeship programme by recommending changes based on evidence and feedback
  • Maintain and monitor resourcing data (e.g., secondment capacity, technical training availability) to inform strategic decisions on which programmes to host, where, and when, based on organisational resourcing needs and future cohort planning
  • Work closely with the Apprenticeship Manager to support the development hub and technical training pathways
  • Contribute ideas and assist in implementing initiatives that help achieve the programme’s strategic aims
  • Draft clear and engaging content for internal updates around the Land Registration Apprenticeship which includes briefing and newsletters
  • Provide support for end-point assessments working with internal stakeholders and CILEX
  • Ensure compliance with apprenticeship standards and Civil Service-learning frameworks

To be successful in this role, you will need to demonstrate the following throughout the recruitment process.

Essential Experience:

  • Experience supporting apprenticeship or learning programmes
  • Strong organisational and administrative skills with attention to detail
  • Ability to analyse data and present insights clearly
  • Proficiency in Microsoft Office (Excel, PowerPoint, Word)
  • Clear and confident communicator, both written and verbal
  • Ability to manage multiple tasks and prioritise effectively
  • Comfortable working independently and as part of a team
  • Problem-solving skills and ability to adapt creatively when challenges arise
  • Experience in stakeholder engagement and event coordination

Desirable Experience:

  • Knowledge of apprenticeship frameworks and end-point assessment processes

Where an individual taking up the role will work from the Swansea Office, the ability to speak Welsh is desirable.
