Job description
This is an exciting opportunity to be part of the Digital Products and Services Department, which sits in the Information and Digital Directorate. We scope, build, and iterate digital products and services to support and enable the FCDO to operate. This includes products and services that FCDO staff use across the corporate functions and globally to deliver foreign policy, diplomatic and development aid activities. We are a relatively new team and are building core capability to support the FCDO to become more digitally enabled.
We are looking for an experienced Business Analyst with significant professional expertise. You will be joining the FCDO at a time of transformation with the opportunity to shape digital tools to support front line delivery. As we transition our internal systems, land new digital products, and expand the scope of some of our existing digital platforms, we are building an expanded product function to design and integrate our products, spot efficiencies in existing processes, and continuously improve our digital services to provide the best user experience.
As a Business Analyst, you will design and deliver impactful digital products and services that enable the FCDO to meet its diplomatic, development, and consular objectives. Operating at the intersection of technology, policy, and operations, you will play a critical role in translating complex organisational needs into user-centred digital solutions. As a leader within the Business Analysis community, you will also foster professional development, promote best practices, and contribute to the strategic transformation of FCDO’s digital landscape, ensuring that services are secure, innovative, and aligned with the Foreign Secretary’s ambition for global technological leadership.
Government Digital and Data capability is crucial in developing our products and services. We work in integrated, multidisciplinary, supplier and Civil Servant teams to deliver ongoing improvements across our portfolio of products and services. This includes the full range of Government Digital and Data roles, as well as policy and operational leads.
Roles and Responsibilities
The successful candidate will:
- Operate as Community of Practice Lead for IDD’s Business Analysis community, including representing FCDO across government.
- Manage a team of Business Analysts, ensuring they have professional development plans and are contributing to wider IDD priority product development.
- Provide high quality Business Analyst functional expertise to high priority digital products, including the design and development of FCDO’s first digital ‘One Stop Shop’.
- Demonstrate and promote agile delivery and Government Digital Service (GDS) principles in all new digital product developments, ensuring that products are iteratively developed to meet user needs, improve operational efficiency, and enhance the overall digital maturity of the organisation.
- Build relationships with stakeholders throughout the department that can be used to gain the insights we need to deliver impactful projects.
- Engage with wider IDD governance and assurances processes.
- Carry out a variety of design tasks—such as user research, process mapping, creating user stories and storyboards, mapping user journeys, developing service scenarios, and prototyping—to design the complete service experience.
- Contribute to the development of the UK Labs team and build wider understanding of user-centred design across the FCDO.
In the Information and Digital Directorate you will:
- Be part of an integrated delivery environment and ingrained joint working with policy and operations.
- Be able to access a tailored Learning & Development offer, combining both Government Digital and Data Profession and FCDO subject matter opportunities.
- Have opportunities for travel to overseas consulates, high commissions and embassies to support product development.
- Be able to shape and influence both digital services within IDD and the wider FCDO as we develop our Government Digital and Data Community.

Person specification
You must be a British Citizen at the time of application and, if invited to interview, you will need to bring proof of identity (British Passport/Driving Licence etc.) with you.
This role requires you to attain Developed Vetting (DV) security clearance.

At least one year of this must have been a consecutive twelve-month period. Serving overseas with HM Forces, in some other official capacity as a representative of His Majesty’s Government or having lived overseas as a result of your parents’ or partner’s Government employment counts as UK residency for the purposes of security clearances.

- Natural problem solver with experience of digital transformation and user-centred design.
- Experience and enthusiasm for translating complex business problems into well designed and developed digital products.
- Ability to work in multi-disciplinary teams and collaborate with everyone involved in digital delivery, including design, content, data analysis and user research.
- Experience of engaging with users and using qualitative and quantitative data to identify how their needs can be met by products and services.
- Experience working in agile sprint planning and an awareness of agile methodologies approaches and implementations to increase productivity.
- Ability to work in a fast-paced, evolving environment and use an iterative method and flexible approach to enable rapid delivery.
- Ability to play an active role in the FCDO and wider government business analysis community, sharing your learning and celebrating progress made by other people and teams.
